For the union , it's is clear that Royal Mail at operational management level are trying to bend and break the agreement in order to take more hours out and this inturn makes some offices collapse and then this leads to managers then bullying staff into trying to make the revision work.

Dvbuk the reasons why revisions are delayed are a combination of things , lack of planners , revisions taking up to 50 weeks in some locations instead of the 24 weeks planned and a new regional management organisation which meant planners were relocated and revison plans were changed.
TBH dingo the lack of planners etc is wearing a bit thin, the revisions have been ongoing for not far short of 3 years so surely someone would have noticed that the speed of the revisions was such that there wasn't the least likelihood that they would be completed within the time scale and that planners needed to be trained and out in the field.

Dvbuk they have noticed this and that's why the business plan assumptions have been down dialled 3 times and that some revisions won't be introduced till late 2013 early 2014. This is also why the union has got a commitment that all offices which have not got a 39 hour week by 28th January 2013 will go to 39 hours.

We all know the reasons why the revisions are taking longer and quite frankly they should take as long as is needed to ensure the revision is planned properly and that the members vote for the revison.

:hmmmm After the first year it should have been quite a simple extrapolation to say, whoa we've only done 200 with 1300 to go. You'd have thought that the problems encountered in the first 18 months would have enabled a speedier revision because the pitfalls would have already been evident, instead of which we have the situation in Bristol???????

To the contrary I think that the lessons learnt in the first 18 months was that corners were cut in order to introduce the revision quicker instead of doing the proper planning and packet counts etc.

But that was almost 18 months ago dingo, are we saying it takes 18 months to respond to a problem and really the problems have been pretty evident from the start. In fairness though I would say that everyone at the start was on a learning curve but that in itself should have engendered a very close monitoring right from the word go, don't you think?
