It would be a failure if there are no volunteers to clear the cut-offs on overtime.
The "model week" system is designed to "fail".
If the model week has been set too low or there is insufficient appetite in a DO to "flex up" then an office will fail.
Duties being completed on o/t, either by the duty holders or volunteers, is not a sign of failure, it's how the system works.
