If an Industrial Engineer times a job and rates the operator at 100Bsi when he observes him the Basic Time for the job is set at the time that the operator actually took. Added to the Basic Time is Relaxation Allowance and Contingency Allowance (typically say 12-15%% in total) this gives the Standard Times or the allowed time to complete that task.
If a PV is set at say 100Mins per thousand items this is what an operator would need to perform at at 100Bsi. If the target is only 75Bsi then the operator is allowed the 100Mins divided by 0.75 which gives an allowed time of 133.33 Mins for the task in question ... if the target is 50Bsi then it's 200 Mins etc etc

While we're at it can someone explain why RM Scotland can openly and blatantly state in front of a room full of managers and union officials that their target EP for delivery offices is 107 across the board and no-one stops to question whether this is ridiculous or even achievable?

RM Scotland throws away BT2010.

Managements policy is just a continuation of "employee agenda". You may remember we went on strike when management wanted to implement japanese working practices but the cornerstone of their plans, was 100 BSI with continuous improvement. Seems like it never went away.

Hans, this is exactly what they want. BT2010 is a millstone around their necks and if I am right they are looking at a way out. It appears that they want another strike and we could be heading for another trap manipulated by management. There are too many events happening around the country for this to be just problems locally. We need to prepare for the worst, but I dont think our union heirarchy have the will, strength or belief to conjure up a plan to thwart what is obviously coming.

Because senior managers have little understanding of what is reasonable in terms of work rate and see the brownie points piling up in proportion to the increase in EP with no regard for the staff. In my D.O BSI is running at well over 100 in some cases up to 130. Whilst this looks great on the DOM's CV it doesn't give a true picture of office performance. The true BSI is distorted by local anomolies e.g staff coming in before their time or prepping their D2D at home; working through their breaks not performing security checks and disregarding H&S guidelines.
If all of the above changed the BSI would plummet. Sometimes we can be our own worst enemy.
