The West Coast of Scotland, if not the whole of the Northern region, should be balloted for IA.

Update...............Meeting held today.
CWU position : RM applied a universal rate of 100bsi in setting the IWT. This has impacted on unit ability to achieve one in four Saturday's off while maintaining full time jobs. Most units fall under the national 75%/25% split. The use of 100bsi has impacted on early start times.
RM position : RM believe that in terms of national agreements and in setting EP's they are following the agreed steer, which includes using the most recent 12 weeks performance, excluding exceptional weeks e.g.Bank holidays and validated as per Phase 4 of the revision planning process. This is in line with BT2010 agreement, the joint statement of June 2012 and the nationally agreed 6 phase process for revision planning.
RM believe they are fully consulting staff in revision planning and have their agreement for recent revisions, as per the phase 4 sign offs. RM's position is that staff have had the option of agreeing their Saturday attendance patterns. RM position is also that unit start times are dictated by the MPU workplans.
General discussion : Both parties could not reach agreement on this issue and therefore have no option but to escalate to stage 3 of the IR framework.

Second part
CWU position : (1) CWU submitted a stage 2 disagreement on 11th September, stating that CWU belive that RM are failing to apply the BT2010 agreement in that they are not facilitating weekly resource meetings to discuss indoor pwrformance in the KA and DG sectors.
(2) CWU believe that the Area Rep release is insufficient to enable him to provide CWU support for resourcing meetings for units that have no local rep, this equates to 7 units within KA/DG
RM position : (1) RM accept that these meetings are not taking place as robustly as they should in some units. RM agrees that the mandatory meetings should take place, where there is a rep in the unit, and furthermore agree to remind managers to ensure the meeting takes place and constructive dialogue includes the weekly traffic and hours forecast.
(2) RM's position in respect of Area rep release is that the release level is set in the IR framework and it is therefore not within their discretion to amend, outwith occasional ad-hoc release situations.
General discussion : Both parties agreed a way forward in respect of the first issue but unfortunately could not reach agreement on the second issue relating to Area Rep release and therefore have no option but to escalate this point to stage 3 of the IR framework.
