Mail Centre Operations and 2012 RDC Lump Sum Commitments

Further to LTB 565/12 and Joint Statement circulated on the 26th July 2012 the department has received a number of enquiries from representatives regarding the impact the criteria outlined in the Joint Statement for RDC’s to achieve the remaining £400 transformation payment will have on the Mail Centre operation. For your ease of reference the contents of the Joint Statement have been reproduced below:

Regional Distribution Centres

£400 paid on successful deployment of the 2012/13 revision and objectives achieved in line with the local agreement and no later than the end of the 4 week bedding in period.

Each RDC will deploy a unit efficiency improvement revision which includes the implementation of the following:

Mailsort 2 and 3 products will be parallel processed for M2 and M3 to align to a new service specification and they will be containerised in Yorks for onward transportation to inward Mail Centres

All packets including Tracked High Volume will be sorted in line with the national simplified sort architecture at the outward process stage

The trigger payment will be made on implementation of the duty changes to align to the above

All RDC’s will carry out the above changes in line with the shared roll out plan and target deployment in advance of Network 2012.

When making the above agreement we clearly knew that Mail Centres would naturally see a change in the services provided to them by the RDC’s. However, we questioned what impact that would have on the Mail Centre operation and the following assurance from the business was received:

‘It is envisaged that the changes necessary to activate RDC trigger payments for 2012/2013 will in general provide for earlier traffic arrivals, standardised materials handling, and standard sortation for most mail centres.

It is not envisaged that the changes will require major impacting revision/shift change activity in Mail Centres and as such, in the unlikely event of any unresolved issues impacting the deployment timescales urgent discussion to agree a way forward will be arranged’.

Against that backdrop any such changes in Mail Centres associated with RDC activity are negotiable and proper to the IR Framework. Therefore should the any problems arise the status quo should be maintained in all affected units until all issues have been satisfactorily resolved.

The department trusts that the above clarification will assist in negotiations going forward.

just found out mail centre drivers got a bigger pay rise and no £400.00 lump sum

Didn't drivers get an extra 2% pay rise because they allegedly can't go down to a 39 hour week and have to stay at 40 hrs? I find this a slightly confusing since they seem to have plenty of time to sleep in their cabs for anywhere up to 4 hours while parked up in our yard

Obviously they are not supposed to have 4 hr breaks, but all our afternoon lorries arrive several hours before they are due to leave and apparently there is no scope to cut the drivers hours

drivers got the 2% because they are already on a 36 1/4 hour week. Duties that allow drivers to sleep for 4 hours while parked up must all be from London because up north all our duties are cut to the bone and do not even allow enough travel time to get to other MCs or RDCs
