A part-time FTC who might/might not be even more of a tosser....more hours gone..everyone's a winner.

Nothing should happen.
Management wilfully delay mail on a daily basis, and there's never a hint of a suggestion that they should be disciplined.
I would never gloat over anyone getting the sack ,but a guy who wilfully delays mail and finishes early doesnt have any thoughts for anybody else esp the guy who follows him !
If he's a reserve or floater and he's leaving the mess for the next guy to clear up.... they will propbably just turn a blind eye as they always do!
If it's his own walk they will either tell him not to do it again and make him take it out the next day.... or verbally kick the crap out of him and possibly put him on a serious!
This guy is defently not running about, he just take it easy. Comes back early leaves mail on frame and if he is ever questioned he just says he doesn't know where the houses were. They just let him get away with it.

Royal Mail makes changes, usually based on efficiency/savings from feedback gathered from its Local Managers. If you truly believe that the behaviour of your colleagues is not shaping/affecting your future then it is as you say not your problem.
Of course, it can be your problem even if you are a walkholder. You come back from a days off or hols to find those pesky big national trust packs or mailshots and others like for a large number of properties, or mags from housing association (if you work in predom council area) or just find that not all packets have been taken - it is not a nice feeling!
You might not want to get your colleague sacked (I would not use such term for some of the people that I work in the same depot with - its just not that kind of job or collegiate atmosphere); but you might want to have a 'word', or get annoyed privately or even talk to others or have a quiet word with manager if it persists.
I had such problems during the censors, the elections and on and off with housing association rubbish - the covers rarely ever do their fair share - out of sight...
i've just done a week with a chap who, despite being able to, does not drive the van. in spite of this, he takes the short loops and always finishes first. i wouldn't mind, but at the end of the shift we then have to go and do all the parcels, or at least the tracked. we always seem to be taking plenty back. if i wasn't four shifts from finishing, i'd probably say something, but as he's known to get a lift home with the dom, i doubt it would be worth it…

The DOM should check every frame in the office everyday to make sure they are clear.
Unless some is left for a cut off.
nothing should be left for next day even if it means the DOM delivers it
