I don't think many people want that kind of revision so a certain amount of lapsing on days when the traffic is down will always be inevitable.
It's how much,how it's dealt with and how much is caused by muppets starting early and skipping their breaks that matters.

Quite correct. I meant if the lapsing will take you over.
