I'm in total agreement with ozzvaldo on this one,the days of using "discretion" or common sense went out of the window totally in 2010,as far as i'm concerned let the managers manage.its typical of our union again allowing agreements to come in again with such "grey" areas for management to abuse,i can picture the scenario now,try to cut off or book ot and management will straight away play the "discretion" get out card.i for one will not be using common sense or my "discretion" the management will make the decisions one way or the other.but alas it will be the weaker or short term contract employees who will suffer the abuse the most,as usual.

Packet offload will be discretionary, I will be doing the job properly.

Its discretionary as in if you can find someone suitable to take it, you are stating you will only do it if you have time, that's not doing the job properly its cutting corners

In my opinion, both time and neighbour suitability will be to our discretion. On a busy day, you will not hear the words " offloading packets must take priority ,don't worry about the USO RM have now got the resources to handle ANY amount of cut off mail". If I'm wrong it's going to be very interesting.
You still haven't answered earlier questions about the cut off procedure, how are you going to judge how long your delivery will take ?. Please enlighten us on the formula that will allow you to do the job properly. Once you have put us straight, I will be your first recruit in wanting to do the JOB PROPERLY . When I started using the light weight trolleys, I knew within days how that impacted on delivery duration. If we get hammered for packets, I can get a rough idea what to take and what not to take. Getting shut of packets can be a sporadic nightmare and totally beyond estimation.

Dave Ward,rather idiotically in my opinion called for Royal Mail to be allowed the same discretion when leaving parcels as our competitors have.

Ah, good, because that means we'll be able to consider doorstepping parcels in the pissing rain like the competition frequently do. The recipients won't have to waste time calling at one of their neighbours (who they may not care for all that much, anyway) or travelling to the Caller's Office to collect their goods and, more importantly, the jolly old postie won't have to fret and agonise so much about the volume of mail taken back/OT booked (thus, as an added bonus, relieving pressure on the DOM's budget) as s/he otherwise would. Everyone's a winner!

Incidentally, why do the competition always turn the package/parcel towards the door so that the address is facing away from the street? Does it somehow render the item invisible to any passing scrotes who may be looking for easy pickings? Just thought I'd ask.

problem is that with the same people ordering all the time the old dear that lives a few doors away will soon get pissed off answering the door every day for someone elses parcels

What about waking some neighbour who has just come off a night shift.

RM are giving us all these customer satisfaction percentages, have they asked any of the neighbours who will be badgered day in and day out to take packets , I think not. RM senior management will be putting us posties in the firing line to take even more grief. If a neighbour comes out and offers to take a packet, then I'll oblige but that's about it (please don't tell forum member ZX135 ). At the end of the day it's to cut costs, RM managemnet keep going on about customer satisfaction ,if offloading packets cost the business more money they wouldn't entertain it. I might be wrong and customer satisfaction is the number one priority, RM might have already put in plans for mass recruitment to handle all the varying amount of cut off mail. Maybe thay have come up with some kind of reward scheme for neighbours who are willing to take in packets, something like a token for stamps reward scheme.
