i think informal review is open to abuse though because if i wanted to bully someone i would informally discuss ?review their attendance any time i felt like it

The CWU negotiators took a decision they could not get an appeal at the first and second stage so they got a fourth stage which is an informal stage.

There are some improvements.

The next steps for the negotiators are to agree a commentary against each paragraph so there can be no local misunderstandings or spin put on any part of the agreement as the commentary will be part of the agreement.

What exactly is a fourth stage? Does that follow stage 3? It seems a little confusing to have a fourth stage if there is no appeal after stage 1 and 2 but there is an appeal after stage three is that the fourth stage or is the appeal seperate from the fourth stage.
