I would have thought not as surely all you are doing is offering them a "best guess" as to what you can complete in your time. You could give an estimate and then have external influences whilst out on delivery meaning you don't complete all the work - obviously with so many Recorded etc then that means more time taken on the doorstep.

AFTER COMMENCEMENT OF DELIVERY
If an individual is prevented from completing their delivery for any reason, it is essential that this is reported immediately either by returning to the office or by telephone (telephone costs will be refunded). A written record will be kept. All employees should be informed of the local authorised arrangements, in writing, preferably in plastic card form if available.
Any members experiencing problems with Cutting Off should contact their local representative or their local Branch for assistance.

Had the same problem a few years back...Just kept saying test me it got to the stage that it sounded like a stuck record daily....They tried their bulling tactics in and out the office like a yo-yo...Got the rep involved he backed me up 100%...At the end of the day got a couple of streets taken off my walk...Downside some poor bugger got them but he didn't have the heart for the fight...Packed in eventually on health grounds

as soon as you become aware of a problem to complete you must notify your office immediately. i suggest returning to your office and reporting it to your lino or DOM in person. By doing this this you will have fulfilled your requirements as per Royal Mail standards. If you do it by phone their response will be see how it goes or in this most recent case you can't do that you have to finish. This is boll*x. you are also not required to call them. As it appears, if you will be working to your time, why not take a drive back to your office and earn yourself a nice little breather or more docket if that's what you are after. That colud be 5/10/15 minutes back to the office and the same back out plus any time you spend arguing the toss with our f*ckwit management squad. run off a copy of the over running delivery document read it learn it quote it. work smarter not harder.

In our office if you tell them you are cutting off on your time..They tell you to stream the mail...like take out undated 2nd class mail and mail sort items....Which takes more time crazy

Dear Colleagues,
During the recent ADR briefings the subject of ‘Streaming or Skimming’ of mail was raised by a number of reps and subsequently raised by me at the NDG. Royal Mail’s response was that they were unaware of it and it was only anecdotal, they needed firmer ‘evidence’. Therefore could reps please supply the dept via email with any instances where this has occurred or is occurring, naming the office and the manager of the office and how frequently this has occurred, and how the streaming actually occurs. In some cases the decision of what not to deliver has been left to OPGs which in itself is unacceptable. In other instances it forms part of absorption/lapsing where an OPG is taken off a delivery to allow others to absorb the delivery by only delivering the 1c and leaving everything else in the frame.
Your urgent attention and response to this request would be greatly appreciated.

Another problem with cutting off on P/L is when one wants to cut off and the other doesnt.
One wants to go over and claim O/T on HIS loops but doesnt want to do his partners .
The partner takes his cut off back to the office and the walker stays out doing HIS docket.
This is where it doesnt work because who picks up the docketted items and PDA from the walker on O/T
and picks him up ?

i don't think you should tell your lino you're cutting off, rather that you don't believe you have enough time to complete your delivery and unfortunately you are unavailable for o/t.
