unofficial redirection of Student Loans Company letters

Today (26/11/11) in the Money section of the Times there is a letter from a reader about his daughter's SLC letters. I won't put up a link 'cos you have to pay to subscribe to the paper online. The SLC have told the daughter that she is not allowed to use her parents' address for SLC letters, and then have them forwarded f.o.c. to her. It was implied that this was a Royal Mail regulation.

Is this right? Do they use those green & white striped envelopes? I thought that was housing & council tax benefit.

Well, technically, she's not. If she wants a redirection she's meant to pay for it. However, RM will redirect it FOC providing it's going to a private individual of the same name at a private address.

I don't think the SLC can say to someone that they can get their letters redirected FOC by RM in any way shape or form and have to advise them to get a redirection, otherwise it's a bit naughty innit.

Without seeing the actual article and knowing exactly what was said, I can only summise that that's what the advisor meant.
Does this rag smell of chloroform to you?

8.9 There are laws that prevent us from redirecting certain items. There are also laws that require us to return certain items to the sender and we may need to inform the authorities of this (for example, mail from government departments related to benefits). Even if we accept your application, any such items will not be redirected to your new address.

6. FORWARDING A LETTER

6.1 A recipient of a Letter (except a Business Reply, Freepost, Special Delivery or Recorded Letter) may forward it from its original address to another address in the United Kingdom, the Channel Islands or the Isle of Man by writing or printing the new address on the Cover or envelope of the Letter and re-posting the Letter. A Letter may only be forwarded in this way to the original Addressee.

6.2 Except in the circumstances set out in section 6.3 below, Royal Mail will not charge additional postage or fees for forwarding a Letter that has been re-posted in accordance with section 6.1 above.

6.3 Royal Mail will charge additional postage and any applicable fee for forwarding a Letter if it has been opened before being re-posted, or the name of the original Addressee is covered or obscured, or it is forwarded by a Business or a person acting on behalf of a Business. Royal Mail may charge an additional fee to be fixed by Royal Mail from time to time, to forward a Letter.

6.4 Royal Mail may at its discretion deliver to the Addressee or return to the Sender a Letter which has been forwarded and which bears a Special Delivery or Recorded label. In either case Royal Mail will charge the Addressee or Sender additional postage and/or a fee to be fixed by Royal Mail from time to time.

6.5 In any case where Royal Mail considers that a Letter has been forwarded to evade payment of postage it may treat it as an unpaid Letter in accordance with section 17 of this Scheme.

6.6 Royal Mail can be required under the Social Security Administration Act 1992 and the Social Security Administration (Northern Ireland) Act 1992 (“the Acts”) not to deliver items of Social Security Post which have been forwarded or redirected to a new address, but to return them to the Sender. Royal Mail is required under the Acts to provide information about the redirection of Social Security Post to persons specified in the Acts.

Blimey Fishtank! Where can I find the original of that document? The section that interested me was:

I've got a couple of firms of accountants, and several solicitors on my walk, and they receive a huge amount of mail on behalf of clients. The cheeky beggars then routinely stick a label across the window & forward it FOC to the client!

I've flagged this up to my Lino & DOM on several occasions; it's even been brought to the attention of the local revenue protection 'manager', whose response was: 'Err, don't think we can do anything about it.' I thought he was talking b****x... now I can prove it. Cheers!

It's called the SUCCESSOR POSTAL SERVICES COMPANY INLAND LETTER POST SCHEME.

It's part of the Postal Service Act 2000.

I've recently been charged £4.18 for 3 letters that my father forwarded to me whilst I was working away from home temporarily.
The above link is no longer valid, Clause 6 - Forwarding a letter has been deleted and the 'Forwarding a Letter' rules are apparently now part of the contract - the link is now this:

Basically, so long as you forward a letter that
1. had the right postage originally (and was standard first/ second or parcels)
2. are forwarding to the original addressee
3. do not cover or obscure the original name of the addressee
4. have not opened the forwarded post and the forwarding
5. is between private individuals (ie individual doing the forwarding)
Then you shouldn't have to pay extra postage or a handling fee.

To reclaim any wrongly charged sums you need:
The original envelopes to show what was obscured or not
Your receipt
Make your claim in time - this varies so check for your circumstances on Royal Mail website.

Ok, our local Nat West, has different persons post from TNT delivered to them. They then forward these letters(well they are small packets) to the individuals. This happens at least 3 times a week just in my small SPDO. Does this mean we should tell a manager, cos this is forwarded from a business to a private person? How many of these are being redirected for nowt in the country? :wave

Or might it just be that the SLC wants to deal with the student at their actual termtime address, perhaps preventing those actually living with their parents from claiming something for living 'away from home' when they don't ?

Our Natwest branch also does this. I have tried bringing it to the attention of managers/revenue protection but no one seem to give a crap :crazy:

yes ive seen one of them i nearly killed it off because it was from a business address
