Owner sounds like a class A prick to be fair. Why not either: a) put a cage behind the letter box? b) put a box on the wall? c) put a box on the gate?

pTheres one on mine that has a note to slide it under the garage because of the dog, again.. fine I guess

I can understand where you are coming from but what has this owner done to prevent an obviously vicious dog attacking? Learned behavior I say. Like these muppets thinking it's a right old laff instead of disciplining their pets.

Dogs can be trained not to attack under curtain circumstances. Recording them doing it is not really helpful and probably reinforces it.
