LTB 364/12 - National Negotiations/Postal Policy Forum

Dear Colleague

NATIONAL NEGOTIATIONS/POSTAL POLICY FORUM

This week the Postal Executive and CWU Divisional Representatives received a comprehensive update on the National Negotiations linked to our commitment to convene a Policy Forum in the very near future.

The current status of the negotiations is as follows:-

* A new national agreement on extended Job Security - Final draft awaiting Royal Mail clearance before being tabled to the Postal Executive.

* A new national agreement on World Class Mail - Final draft awaiting Royal Mail clearance before being tabled to the Postal Executive.

* A Settlement on Colleagueshare - Talks ongoing and further meetings are scheduled next week.

* Delivery of Benefits associated with the BT Agreement/Pace of Change - Talks ongoing and further meetings are scheduled next week with the Outdoor Secretary and Delivery Director.

As previously reported the talks are also covering a number of outstanding pay related issues.

The Postal Executive also discussed a provisional timetable for the scheduling of the Policy Forum which takes into account the 28 days prior notice required by Branches to consider any relevant documentation. This would mean, subject to the outcome of negotiations, the Policy Forum is likely to take place towards the end of June and suitable venues are being scoped.

Further information will be provided to Branches in due course.

Any enquiries relating to the general position should be directed to DGS (P) Department, enquiries relating to specific functional issues should be directed to the relevant Assistant Secretary.

the idea is to make industrial conference biennial and have policy forums for any arising issues that occur. as was said in an earlier ltb, they couldn't thrash out completed agreements by postal conference this year, thus necessitating this policy forum

conference has a place, as do policy forums. both are required in my opinion

How many forums, how often, where, who raises the issues Royal Mail or the members, who will be present, will the members have a say, will decisions be taken to a vote. I feel that once again the dog is being wagged by the tail.

There has been progress in these talks. As previously stated there is an in principal agreement on world class mails and job security issues. There was progress made on deliveries on Friday in which the union is insisting that method revisions which have not yet been introduced are put back and walk sequencing revisons advanced.

There have been several meetings on colleague share replacement but the big difference is the union want some of the Money permeant and Royal Mail don't.

I understand the deadline for negotiations is the end of next week as Branch's should be given 4 weeks to consult before the policy forum and where they see fit put amendments to the agreements including an amendment which kills the agreement.

I also understand if deliveres ans colleague share is not tied down before the end of next week then it will be the PEC will probably just hold the policy forum based on world class mails and the job security agreements.

We had a good policy forum earlier this year on pensions where Branch's can amend the unions policy at the crucial time without waiting for annual conference it's makes the PEC more democratic not less.

And the members? Are they going to see the issues first, you seem to be under the impression that the Branch and the PEC are the union and reflect the members views..................the members wouldn't agree

So i go back to my original message, about colleague share. The RM do not want to pay it, and they never have. So what is the plan if the talks about cs are not resolved?
