Jewellers
Post Offices
Travel Agents (including, for example, supermarkets who offer travel money services)

Not always, I run an online shop and sometimes use those plastic bags for items worth less than a tenner. (That need SD)

The pouches are available to anyone its not they are used specifically for high value items, but that the business types above will use these pouches and that they are more likely to have high value items in them than the others. Another clue is the cost of pastage as the higher the insurance the higher the cost.

It's not that straightforward from the postage paid.
SD rates vary with
- 9am or 1pm
- weekday or Saturday Guarantee
- weight up to 100g, 500g, 1000g, 2000g or 10000g
- compensation up to £500, £1000 or £2500
- reuctions for meter franked ( complicated ) and PPI ( rate not shown )
maybe 160 or so different rates in all

Although some are a bit of both, it's usually quite obvious whether SD has been chosen for value or for urgency.
Some items from 1751g to 2000g though might be sent SD though because for this weight step SD at £9.75 is just 17% dearer than First Class at £8.30
( For under 100g SD at £5.90 is a massive 883% dearer than First Class at 60p )
