Re: Planners role?
The planners are there for one reason only. To reduce staffing levels. When ours had "got it down" to a certain number, they were punching the air, high-fiving each other and saying "another 2 duties got rid of." They care nothing for the job of delivery, or the people who do it. Numbers on a laptop. That's the game to them.

Re: Planners role?
On both of our revisions we have ended up with more staff than before mainly because the deliveries were too big before the revisions and in the first instance post revision. It was considered that we could do without as many bulk duties and that proved to be true but it hasn't meant less people but a redeployment.
I don't know if anyone finds it strange that despite the loss of mail and revenue in 20 odd years my office has gone from 68 members to 160 or so, some in part to development but the town hasn't increased by 100%+ in that time, the members are working much harder than 20 years ago and yet the levels of work are supposed to be falling. Still since the beginning of the millenium of those 160 or so about 70 are part time.
