DV the chart above states 8kg for minipouches on a shared walk.

Yep, shared walk the pouches should way no more than 8kg .When asking the planner what the new weights were (for our up and coming revision). He said "I think they're just staying the same" ie 16kg-11kg. They'll try anything on.

8kg pouches should only be used after a risk assessment flags up that trolleys are unsuitable due to terrain.
That should only be in a small minority of cases not because one street might be a bit of a slope.
Depending on the type of delivery a 5kg may be more suitable.
It will be down to what the risk assessment says not personal choice.
After a delivery methods revision no-one should be using 16kg or even 11kg bags.

Fish, can personal physical criteria be taken into account on an individual basis. I personally would find it easier to carry a small 8kg bag than pull a fully loaded LWT, but then how can you carry packets as well in an 8kg bag even if this is the required delivery method due to terrain etc.

The only way you could do that is through your GP and ATOS on medical grounds.
Personal preference doesn't come into it.
I personally wanted one of those electric HCT things but it didn't happen.
