What is strange is that if there was an agreed resolution then there should be a written document in place. Your office should demand to see this and should certainly deman that your area rep and divisional rep come down to explain what has been agreed.
What you have posted appears to be a management circular. Was start times the only issue at disagreement or were their other issues and if so again you should demand a meeting to understand what has been agreed and demand a vote. Good Luck

Union is spineless in my opinion, the Rep in our office is far too 'pally' with the Dim.
I reckon sparks will fly over the next day or too.

Dim had us in the middle of the floor to be told it's now coming in THIS Monday

Question your rep.
if you don't get a straight answer question your area rep.
Find out if these changes have been agreed and why you have been kept in the dark.

If there wasn't a satisfactory resolution at stage 3 you have the option of balloting for Industrial Action.
Are 90% of your office prepared to walk over the issue?

its a shame, because when i walk to work, especially now in the spring with early light, no traffic, no people around, birds singing.. i just think.. I'd much rather be out delivering now than in 2 1/2 hours time when its noisy, packed and hotter

Something that wasn't taken into consideration I'm sure. We used to be out delivering at 0645, no kids, traffic, garrulous customers - you could back your work and nip across roads lick spit - my first delivery was quite a walk but with a push on I could be in Mcdonalds back in town at 0830 for a burger and orange juice, then back to the office for 0915 for my break then back on sorting and out with the second delivery and home by 12.15.
