I remember years ago when we carried money to the post offices , and we had the black boxes in the back to put money in . The phg gave u a key at office u put money inside locked box then gave key back to phg .U carried on doing your delivery till u reached post office ,then postmaster would give u a key to open it up .But we asked what happens if your held up down a lonely lane , DO said lock your doors and blow the horn till someone comes  , i laughed he said whats funny .I said your down a loney lane , a guy pops out with a shotgun and u start blowing the horn in the middle of nowhere , yes the horn will be going but our head will be on it

since found out it was 18 specials stolen, the thief knicked them off the passenger seat and legged it whilst the postie was getting something out the back of the van

Reg on the front seat? 18 of them!? I fear the worst.
I staged a Roger Moore impersonator festival in my local village. There were a lot of eyebrows raised, I can tell you.

If hes carrying that many regs daily surely a grade 3 van would have to be used.

I think the limit in a van is 10.

If the management knew he/she was exceeding a quota of ten, perhaps a saving grace, if the postie in question informed lino with a witness?
The staff assigning specials to walks should have access to limits on particular walks, I know of a walking walk that sometimes gets >3 "high value" specials assigned to it and >8 in total from time to time

No matter, he shouldn't have specials in the front of the van at all, security rules say they're to be stored in the back.............just like all the other mail

18 specials in a run of the mill van duty is not uncommon,I have had 30+,many drivers on here the same if not a hell of a lot more no doubt.
It would be embarassing to use that argument in trying to keep his job.

Its not really the amount thats important its the fact they were left on the front seat.

The worse case we had was a driver with a tray of 9 high value specials (total of £11,000 in currency) for Barclays Bank. Whilst he waited for the bank to open he deceided to go and buy a newspaper and Mars. He left the tray on the front seat of the van and off he went. When he came back a few mins later the whole van had gone as he left the keys in the ign

They found the empty van a few miles down the road.

You can guess the result
