The 32kg was set before CDVs IIRC and I think its made up of

1st Bag ---- 16kg
2nd Bag ----- 11kg
Weight of trolley 5 kg (thats a guess)

Total weight 32kg

Just a suggestion, may have no basis in fact.

There are 3 different versions of LWT in use in RM Letters (Scottish Prisons, Hartwell and MK3).

1 Un-laden Weight
o 6.6 kg (SP), 8 kg (HW), 9.2 kg (MK3)

2 Laden Weight
o 38.6 kg (SP), 40 kg (HW), 41.2 kg (MK3)

i've been using a trolley for 14 months now.
In all that time, even during Christmas i've never had more than around 20kg in it.
How much mail can you deliver in a 40min loop?
If the loops are larger than 40mins the whole thing becomes pointless because you are supposed to have capacity in the trolley to carry packets.
That was the whole point in moving to park&loop.
