• Develop a local programme that will enable representatives, managers and employees to identify what works well and what can cause problems in working relationships.I think this is my bugbear.
Why is evreything Local?
Does that not just play into the hands of RM?

I agree with that point. The amount of disagreements/unilateral disagreements, handed up to divisional and ballot requests ignored and left to fester is incredible. As reps we are continually putting out fires when the issues that matter could,(or should) be dealt with "from the off". It's not as if we where not aware of the problems that are coming. We are! However it transpires that the "bread & butter" of the CWU,(yes! the actual reps), are not in the position to voice their opinion.Yes it does but it allows senior managers and national officers to wash their hands of a little local difficulty so it's all good.

BUILDING A NEW RELATIONSHIP - ACTIVITY LOG
A new structure of meetings will be put in place to deal with all aspects of Building a New Relationship to deliver the Business Transformation and its benefits in a timely and constructive manner as follows:
Bob Gibson & Rob Jenson will diary a call each Friday to review the previous week’s activities and highlight any emerging issues that need a resolution.
Bob Gibson & Noel McClean will meet with Rob Jenson & Mark Follows on a fortnightly basis to progress all aspects of the working relationship and delivering Business Transformation in a constructive and positive manner, dealing with issues, finding solutions and proving support as appropriate. (A)
Consideration to be given to issuing joint monthly statements on relevant delivery/collection issues, in line with the above. The aim is to commence this before then end of March 2012.
The Delivery Optimisation Group (DOG) will also meet fortnightly to support the above and discuss any new initiatives, which will be channelled through this group prior to release into the field. The CWU will be represented by Noel McClean, Paul Chapman and John Nash and Royal Mail by Mark Follows, Steve Griffith and Jane Horton. Attendees can be varied depending on the subject matter. (B)
The Royal Mail/CWU Measurement and Performance group will continue to meet on a regular basis to deal with issues affecting revision tools and performance.
A Full CWU Outdoor / Royal Mail team meeting will take place on a monthly basis again in support of the above and to resolve outstanding issues in a timely fashion. Attendees for the CWU will be Bob Gibson, Noel McClean, Mark Baulch, Peter Keenlyside and Tony Bouch. Royal Mail will be represented by Rob Jenson, Mark Follows, Steve Griffith, Matthew Lawlor and Peter Ashford. Attendees can be varied depending on the subject matter. (C)
An ongoing series of visits to delivery units will be put in place. The purpose of which will be to identify good and bad practice, learn from experience, and ensure all transformation activity is carried out in line with national agreements correctly and as effectively as possible. This will include Rob Jenson & Bob Gibson and also outdoor committee and regional managers and reps.
A joint C&D Directors / CWU Divisional Rep meeting will be scheduled during w/c 19th March and consideration given to a regular quarterly meeting thereafter. The aim will be to improve working relationships at all levels, problem solve where appropriate, provide support and ensure clarity and consistency in all aspects of activity. Peter Harwood ACAS will also be invited to this meeting and presentations will take place on a range of subjects.
There are a number of immediate opportunities that the above structure will look to address:-
Conclude the activity on top 10%, with the aim of producing a clear set of guidelines for the field by end of April. Matthew Lawlor and Mark Baulch to attend the next meeting at (A) above to discuss and finalise a presentation to the Div reps and C&D Directors. Who will then carry out a series of joint visits to delivery offices in the current top 10%. Discussions will take place once these visits have been completed.
Conclude the design and content of the first 2 days of our joint delivery training programme and then trial in 1 Region. The training to be ready for a presentation from Bob McGuire and Gary Ablett to the next meeting at (A) above and also the joint meeting above. The aim is to be ready for deployment by end of March
Conclude the discussions on a Delivery Office Merger Framework and issue to the field by end of March. Peter Keenlyside and Peter Ashford to be tasked to complete this work.
Undertake a review of Lump Sum payments made and identify any units that are outstanding. Resolve any issues and agree a more robust process to ensure timely payments are made in line with revision deployment. We will also define what constitutes a walk sequencing revision. Bob Gibson to compile this. Also Rob Jenson to supply list of units who have received payments, by type, and those who have not. A standard core agreement will be introduced for delivery offices to be signed off at phase 4 which will also trigger the payment mechanism so that units will be paid on deployment. The standard agreement will also include the type of revision and amounts to be paid. The aim is to conclude this before the next meeting (A).
There will be a revised timescale for the medium/long term study in to delivery methods/fatigue. John Nash and Mark Hoggar will formulate this activity. There will be a review 6 to 9 months after commencement.
Review current agreements in regard to performance standards in delivery offices. The DOG will commence this piece of work.
Review and provide a solution to dealing with welfare on delivery. Royal Mail will provide clarity on this matter to establish if there was a direct study or work study carried out on delivery spans. Once this has been established we will commence the review. This to commence ASAP.
Review of Outdoor delivery methods. The upcoming ADR briefings will be used to kick start this activity. Identify if there are any different ideas or processes being used including starburst that can be formalised. We will also inform the Div reps and C&D Directors of the importance of using the defined methods for delivery routes.
Presentation to CWU on the role of Asset Requisition Compliance (ARC) to enable understanding. This will be the next full meeting at (C) above.
The Post Implementation Review (PIR) will form part of the standard agreement for delivery offices and will be included in the joint training package. Consideration will be given to issuing a joint statement.
Review absorption and ‘cut off’ procedure for delivery with the aim of producing a clear, simple and concise document. CWU to produce this before the next meeting of (A)
Next full meeting at (C) above will discuss business plan for delivery and timescales for revisions.
Will also discuss identifying and training regional leads on the revision tools to provide support to units.

Despite all the chattering that has gone on over the years they are still having regular meetings for the same things over and over again. It must be a nice little earner for some.
I mean the members of these meetings probably get on like a house on fire, after all they are preaching from the same hymn sheet - get the same issues at unit level and it is like WWIII. A working unit is NOT like being sat round a table sipping tea and eating chocolate digestives and prawn sandwiches because there is an urgency to resolve issues not a constant round robin of chattering.
