Different options were displayed on notice boards for us to vote on. Eventually it was all scrapped.
Is it down to local agreement even though the agreement says 1 in 4 is a minimum? What if I`m the only person who wants it, aren`t I entitled to it?

I think you will find whatever option gets the most votes will be the one implemented. It is stated that it need not cover everyone in the office as different work patterns are an option if they are viable (enough people want that option to allow it to work). Seems to me like you have been done over..... did you lot not get this preference sheet so you could make clear what you wanted, as the planners are supposed to factor all that in.....
