how is this all legal?????

I am really confused, under the agency workers rights which royal mail seem to have scammed their way around, how can it be right that the casual workers can receive less pay than the regular workers. I was originally employed as a royal mail casual, then transferred to angard. Luckily my dom is very supportive and chases up pay queries etc, and I've also been lucky in that he is aware of my availability and schedules me the same shifts each week, this has been going on since July and I've been on the same round now for about 12 weeks. Initially I was chasing a contract and first two payslips from angard. The contract they claimed to have never received, although they managed to sent me my crappy quality id card which the photo was sent with the contract. I never received the "350" which a lot of others have received. I had an "end date" which angard had said the job text I had initially answered which my dom had listed so I could be allocated that one, has since expired and he sends time sheets off each week. The only this that bothers me is that I haven't had the last two weeks payslips. I received a letter thanking for work over xmas from royal mail (aren't we employed by angard!!!???). I don't understand it's right that the pay is so low when we do the same amount and quality of work as the regular staff, and most casuals are expected to provide their own clothes (again, my dom has provided me uniform). He also emails my timesheets off to two different emails, not sure if this helps, but if you can get your dom on side, life seems to be a lot easier. I also informed angard early in the piece that I had received advice from acas and sent off a letter regarding all the info I required, which was promptly replied to. I am just confused over this low pay and 12 week thing. Hopefully there's light at the end of the tunnel as I will be given a fixed term contract over the next few weeks.
