I realise that technically Angard is a Royal Mail company and Reed effectively manage/mismanage it but the Websites are registered by Reed (see below). Does this mean that we are actually working for Reed and Angard is being used as a front to by-pass the Agency Workers Regulations?

Nearly.

As far as I can work out Royal Mail own Angard (same directors etc as some of RMs), but then Angard have subcontracted out the hiring of casuals to Reed. Reed are not by passing the new regulations, and technically or legally neither are Royal Mail, they are however using the regulations to their benefit.
