since the wsm came in we,ve been on the ips LONGER than ever before, when it wasnt in we were off the primary at about 7 ish, now its 8 ish. the ws mail doest arrive til about then either. cant say its working cos people have been going over since october 2010. there is people doing overtime every day, some are drafted in from other offices. basically its a shambles. if you are not prepared to go over then they test you,re sort rates, count your prepped mail, follow you on delivery etc. everybodies sick of it all to the back teeth. they are trying to piss people off enough so they,ll just jack it in.,,,,,im almost there mate.

Dear Colleague,

Lump Sum Payments - Delivery

Delivery Lump Sum Trigger Points –Clarification

Following a number of enquiries recently regarding what type of revision triggers the lump sum payments in Delivery Offices we have issued this LTB to hopefully make the position absolutely clear. The words agreed as part of the BT 2010 and Beyond National Agreement are attached for ease of reference.

Most problems appear to be around what triggers the £600 + £200 payments. This should be clear – it is a walk sequencing revision. This is primarily where the office is in receipt of or due to receive sequenced mail and where necessary indoor hours have been realigned to match workload which could mean a change in start and finish times, normally due to a change in arrival patterns as a consequence of mail being sequenced.
In some areas Royal Mail has decided to link the walk sequencing revision with a Delivery Methods revision and called it an integrated or bundled revision and have stated that the lump sum payments are incumbent on this type of revision being deployed. This is completely at odds with the national agreement as there is no requirement whatsoever in the national agreement for the two types of revision to be linked. This does not mean that we are opposed to this approach but it has no bearing on the payments of the £600 + £200 lump sum payments. All that is required to trigger those payments is a walk sequencing revision as described above. Branches and Representatives should also remember that it is the walk sequencing revision that introduces the SWW.

The same principle as above applies to those units who are not included in the walk sequencing deployment programme and are therefore not due to receive sequenced mail. In this instance it is a Delivery Methods revision that triggers the £600 + £200 payments and the SWW.

Lump sums and the SWW triggers for SPDOs are covered off with their own specific words.

The £200 lump sum payment is made for the first revision that is not a walk sequencing revision for units due to receive sequenced mail and is not a Delivery Methods revision for those not due to receive sequenced mail. This revision can take place before or after those revisions but it will be the first revision of this type.

Branches and Representatives should also note that a Delivery Methods revision ceases the use of private cars on delivery on the day of deployment.



Trigger Points for Phased Walk Sequencing Revisions in Delivery

Royal Mail accepted a solution proposed by the Union, whereby if a walk sequencing revision is introduced in phases, following the agreement of the complete revision, a full office re-sign and where leavers across the office have signed up to go, the first payment of £600 will be made to everyone staying in the unit when the first stage of the revision is deployed. In these phased revisions the process of bedding in and joint review against the objectives will take place throughout the phasing rather than after the event and in these units the payment of the final £200 will be made immediately following the implementation of the final phase. There has been no discussion with the Union at national level regarding the phasing of non sequencing revisions and how the trigger points would apply. However we would expect the £200 to be paid on deployment of this first phase. It should also be noted that phasing should be agreed locally, it is not a mandatory requirement and can be disagreed in line with the IR Framework.

Lump Sum Payments

Finally we are aware that there has been a delay in the payment of lump sums in some areas which thus far we have managed to deal with on a unit by unit basis. In some cases the delay has been quite considerable, up to 4 months after deployment, which is completely unacceptable. Branches and Representatives should be aware that Royal Mail accept that the longest delay should be no more than 3 weeks from deployment which is due to administration reasons. Following a discussion at the recent NDG Royal Mail were informed that we would issue guidance on this point in the following terms. Local revision agreements should be signed off and include a statement confirming the type of revision, the amount of money to be paid, and the date the payment will be made. The concurrence form for the payments to be made should then be signed by the Manager and CWU Representative and a copy retained of this and the final signed agreement. If the payments have not been made within 3 weeks this should be flagged up to the Divisional Representatives without delay so that they can make representation at Regional level. Any problems thereafter should be raised with the Outdoor Dept. Royal Mail did not object to this.

To be implemented in all Delivery Units in line with the Walk Sequencing revision.

Lump Sums

The payment of £1,000 (pro rata) consisting of 3 lump sums will be paid as follows.

£200 will be paid to everyone in the Delivery unit on deployment of their first non Walk Sequencing revision.

£600 will be paid to everyone in the Delivery unit on deployment of the walk sequencing revision.

£200 will be paid to everyone in the Delivery unit when the walk sequencing revision has been implemented, and objectives achieved in line with the local agreement and no later than the end of the 6 week bedding in period.

well well, the reps been on the fone, he reckons we,ve had the full 9 yards. there was a tabletop revision when the machines came in and the times were changed. he says there is no more boxes to tick. the dsm is in tomorrow for a meeting to sort it out. so it,ll either be happy days or the s**t will hit the fan.

They got the Lump Sum for the walk Sequencing Revision (WSM) which qualified them for the 39 hour week. Huddersfield are also on 39 hour week, not had a methods revision, had a WSM revision, pouch deliveries and 3.5hr max span and we got the £600 and £200 revision because of the WALK SEQUENCING REVISION and for no other reason.

Its very unfair whats happened at your office but you need to find out what revisions you have had since March 2010 and then see if it fits the criteria. I think your are entitled to the Non WSM Lump Sum which is £200. You now need to find out when you get the WSM revision.

Answer was entirely the result of what happened in our office, had WSM for nearly 2yrs now, no monnies for this
Just had DM which triggered 39 hr wk +£600 + £200 thru 6 step phase & concurrance hey ho got to have another revision to unlock the other £200............. been at a stage 3 over this since March/April :wave :wave

well clash, the rep went in for the meeting today and,,,,,,,,, he was up against a team handed mob of----the dsm.the dom. the lino.assistant lino, the planner, and some other section manager from the mail centre. he says they tried to tie him up in knots, wanting to add this add that, remove more hours etc,,basically tried to crucify him. so he called a time out straight away, and postponed it til tomorrow when he,s going back in with the area rep, and sub rep, for some balance and back up.,,,,i can defo see us going to the gates. more updates as i get them :Very Happy

I think some of the information in this thread is misleading and that's causes confusion and leads to people believing their being hard done by.

Each Royal Mail management had a delivery plan which they were working too. Some of the regional plans were the same , some different.

You qualified for the £600 and £200 and the 39 hour week if you introduced an integrated walk sequencing revision. Some regions went with a plan that this would also introduce delivery methods as well.

The other revision which qualified for the £200 could be an IWT lead revision , could be a delivery methods or a geo route or a combination of all 3.

It is not true in all cases that delivery methods are introduced separately from sequencing. If delivery methods is introduced in a sequencing revision than you will recieve the £800.

It really depend on your regional plan. For example the London plan is to introduce delivery methods with integrated revisons and therefore trigger the £800.

it is not true in ALL cases that a dm revision is done SEPARATELY from a sequenced revision??? we had our dm revision in october 2010.,,,,,,the walk sequencing machines came in in JULY 2011. is this not separate?? if its not then this is complete swahili gobshyte to me. if we go from delivering mail by bag on shoulder to lightweight trolley, then this in itself is a delivery method revision. please clarify the revisions. :hmmmm

In your case it is. But some regional plans introduce delivery methods with the walk sequencing revision.

The key is if you have walk sequencing revision what ever is included in that revision gets you the £800.

Than the £200 will be paid for whatever is included in the separate revision.

Davey M8y the revisuon process is a 6 step phase part of which is concurrance, which you have to go thru to get the monies
it dont matter if you already have WSM, DM or whatever if you have not gone down the 6 step process you get diddly squat

well they ''concurred'' today, but we dont know the answer to when we,re getting our spon. it was the area rep, office rep, and 6 managent went in. we dont know what was said or done as there was nobody present when people got back to the office. there was just tumbleweeds blowing about like an arizona ghost town. it,ll be monday now before we know if we are getting nowt :Very Happy
