I can't speak for this D.O. but other than a tuesday which is and always will be an anomaly,i have never witnessed a member that did the job properly and had to lapse.
I've seen plenty make the time for lapsing because it suited them but that's not the same thing.

after an indepth discusion today, the dsm has withdrawn this action until further notice

might be me quoting the employment rights act and selwyns law on employment at him that did the trick,

now to my other thread on annual leave entitlement

In that case they probably are muppets but they have been tasked with savings beyond the scope of the revision and the easiest way to achieve these savings on paper is to lapse duties.
The savings will be passed to the DSM who will pat them on the head and and the fact that the new budget will be 3,500 hours over by April will be a different conversation for another time.
It's how it has worked in this business since Leighton first crossed the horizon.
It isn't very clever but then that's kind of shown by the mess we're in.

the lapsing will continue untill implementation of delivery methods

we will then have a post revision meeting but

for management to say that lapsing is now part of your duty all year round and if you go over time you have to book overime was the last straw

it is put to bed now, so tomorows another day

And they'll want to know why they are still lapsing.
