National Joint Statement - Indoor Flow Improvement Process

Dear Colleague,
National Joint Statement - Indoor Flow Improvement Process
Branches will be aware that we have been involved in ongoing dialogue with Royal Mail for a number of weeks to try and conclude an agreement covering the above mentioned process. We have finally arrived at a position where we have an agreed Joint Statement that was endorsed by the Postal Executive yesterday.
The National Joint Statement commits both parties to engage in positive dialogue supported by agreed processes, such as weekly resourcing meetings and the utilisation of the agreed and newly introduced flexing/resourcing tool to identify and resolve any consequential resourcing requirements on an ongoing basis. The Joint Statement clearly states that hours can be flexed up or down accordingly. It also confirms that any definite structural change to duty start and finish times and attendance patterns can only be introduced by agreement at phase 4 and deployed at phase 5 in line with the national agreement. There is also a clear distinction between general uplifts with full consultation and operational change through negotiation, with the full involvement of the CWU including H&S Reps.
The Joint Statement covering the Indoor Flow Improvement Process brings this back under the umbrella of the 6 phase revision process, meaning it can’t be used in isolation and the IR Framework.
To provide clarity a list of units who will be entering into the 6 phase revision process is attached at Annex A. Units that were already involved in the flow process prior to this Joint Statement should ensure that any changes are brought in line with this agreement.
We have also built in a joint review in January 2012 to enable us to take account of the process and how it has been received. Units involved in the process will be asked to provide a report prior to the review commencing.

As far as i'm aware It is supposed to give them an accurate picture

If you've ever been up on the IPS and you can't get sorting for hands diving into the boxes picking out 3 letters just so they can come back 2 minutes later for another 3...you'll understand the basics.
Of course the idea is to cut the indoor work to the bone so that as B says....you can maximise the delivery span.

then you have dedicated sorters with 'porters' who feed the dedicated preppers.
Sorter is probably the worst job!

It has isolated those walks that had a limited of IPS in the first place as these members of staff now stand around waiting for work to be ported to them> A situation I can see that won't be retainend for much longer.
The porter is stressed as he both tries to keep up the demands of the sorters to keep the frames clear and the prepers to be kept in work!

The picture fishtank paints on the IPS with hands diving into the boxes slowing down sorting is mainly caused in my office by allowing PT staff in early who then do the above and also FT staff in early who have a PT duty to prep and then they start steaming into the walksort.
