Consumer Focus - Biggest ever shake-up to postal market

Responding to Ofcom proposals on regulation of the postal service, Mike O’Connor, Chief Executive of Consumer Focus, said:

‘This could be the biggest shake-up to the mail market that we have ever seen. We must ensure the right balance between putting Royal Mail on a stable footing and ensuring value and service for consumers.

‘It is clear that the current situation has become unsustainable. Mail volumes are declining and Royal Mail has not been a paragon of efficiency and business acumen. But while change may be necessary, this consultation needs to stress test its ideas to make sure that consumers are assured of a Universal Service which provides good value and reliable service.

‘Mail services are going to get more expensive for consumers. While the unit cost of a stamp may seem small, consumers have a right to expect value for money for all services. If customers are to pay more for their post then the quality of service must be good, reliable and backed up by effective regulation.

‘If what emerges is a core regulated postal service centred on the current 2nd class service, Ofcom must ensure that the scope of that service covers all consumer needs, and that necessary protections and standards of performance are hardwired into the service.

‘This is a big opportunity for Royal Mail and it has to show that it can deliver good value and a reliable service for consumers. We welcome the fact that Ofcom intends to keep the service under close scrutiny and to step back in should the changes fail consumers.’

Notes to editors:

First class stamps have increased in price by 70% since 2003 and second class stamp prices have risen by almost 90%

Since 2006 postal volumes have declined by 25% and this is predicted in the Hooper review to continue to decline by 25-40% in the next five years.

Wrong my friend.they have been dropping since 2005 and i should know because i read it in The Courier.

TNT Post statement on Ofcom announcement

Nick Wells, CEO TNT Post UK:

“We welcome the announcement of the regulatory review of Royal Mail and its emphasis on securing the long term health of the USO, whilst recognising the need for competition within the UK postal market whether through Downstream Access or End to End. We are also pleased that Ofcom recognises that competition in principle brings substantial benefits, especially in terms of increasing pressure on Royal Mail to improve efficiency.“

“To enable End to End competition to take place in the UK, the Government needs to level the competitive landscape in terms of VAT immediately, as currently Royal Mail is exempt from charging VAT on business mail services, unlike its competitors.“

“We are concerned however that Royal Mail has more freedom to price at individual customer level and need to analyse the detail of the proposals.“

if post is really down, then why are we taking so long to sort and deliver the stuff about 2005 our business's peak i guess when we had a monopoly on the post market and millions more items flowing through the system. Back then I was starting my shift at 6am and was home by midday surely if their is less items now we could be home by 11am. please moya explain that to me like im a five year old. Ah i miss the good old days, home in time to enjoy my afternoon and pick up the kids from school in plenty of time. Life was sweet then people got their post before midday, everyone loved you on your permanent round instead of all this lapsing lark "where's the other postie gone?". Sad Sad times now. :Boo hoo!

The volumes are down and so are the numbers of postmen to deliver them. Therefore the workload per person if anything has probably risen. The numbers of staff at Royal Mail has almost halved in the last 10 years.
