Royal Mail is currently undergoing a programme of Mail Centre rationalisation which involves the closure of some of its smaller Mail Centres as well as the opening of some new Mail Centres. New sites have already been opened at Warrington and Northampton (South Midlands Mail Centre). The DSA mail currently routed to the smaller Mail Centres that are due to close will need to be routed to either the new Mail Centres or other existing Mail Centres. The information below provides the details of the new routeings.

The following changes have already taken place:

April 2009:
Reading Access mail to Swindon Mail Centre.

June 2009:
Oldham Access mail to Manchester Mail Centre.
Oxford Access mail to Swindon Mail Centre.

Sept 2009:
Stockport Access mail to Manchester Mail Centre.

June 2010:
Coventry Access mail to South Midlands Mail Centre.
Milton Keynes (MK) Access mail to South Midlands Mail Centre.
Milton Keynes (LU) Access mail to Watford.

July 2010:
Crewe and Warrington Access mail to Warrington Mail Centre.
TR 12 – 27, 93 Postcodes move from Plymouth to Truro Mail Centre.
BL Postcodes (Bolton) move to Manchester Mail Centre.
WN Postcodes (Wigan) move to Warrington Mail Centre.

Aug 2010:
NN Postcodes (Northampton) move to South Midlands Mail Centre.

Oct 2010:
L Postcodes (Liverpool) move to Warrington Mail Centre.

Nov 2010:
GU Postcodes (Farnborough) move to Jubilee Mail Centre.

The consultation period on the mail centre closure programmes below has now been completed and the results were announced on 1st December.

The closure of York and Bradford Mail Centres and the transfer of the work to Leeds MC in 2012/13

The closure of Darlington and Teesside and the transfer of work to Tyneside in 2012/13

The closure of Doncaster in 2012/13 and Hull in 2014/15 and the transfer of work to Sheffield

The closure of Southend and the transfer of the work to Chelmsford in 2011 /12

The closure of Dartford, Canterbury, Maidstone and Tonbridge and the transfer of work to a new Kent MC in 2012

The consultation period for London Mail Centres is not expected to be completed until January 2011

No further changes due to take place have been confirmed.

Im in a london mail centre (one to be closed) and i asked that very question spacephoenix.

Response was im sure the planners have thought about that, I did chuckle and say really, and said quietly (hope they hears) based on previous royal mail ideas they havent thought about it.

It wouldn't surprise me once the rationalisation programme is complete if yorks of mail slowly make their way round the country as they get diverted from MC to MC.

some of the figures of workload suggested was totally wrong as well and i couldnt be bothered to mention it as the BS was already and he wouldnt of had an answer.

It does seem that fiures for manual handly of work on night shift is less than half of what they get some nights (I have not got a clue how they managed to get that so wrong) 40k claimed to be done when its been known regularly over 100k!

So when my mail centre closes and that work is moved and they cant handle it at the new place cos its too much and its too late for them to do anything about it, where will they divert it? no where to send it as they shut us down

Royal Mail’s rationalisation and modernisation continues in the Midlands

• 4 Mail Centres to operate in the Midlands region.
• Number of delivery offices will be relocated to vacated mail centre sites.
• Less headcount reduction than first anticipated.
• Aim is to secure long term employment and job security.
• Place the company on a sound, secure and sustainable footing.

Following eight months of consultation with our staff and Unions, Royal Mail is today announcing its final decision on the future of its mail centre operations in the Midlands. With the number of items posted in the Midlands expected to more than halve between 2006 and 2014, it is imperative that Royal Mail continues to modernise its operations.
This is part of one of the biggest change management programmes ever undertaken in the UK.

As a direct result of our consultation with the Communication Workers Union (CWU) and Unite CMA, there will now be 393 fewer operational roles across the Midlands. When formal proposals were announced in July 2011, it was envisaged that the number of people employed across the Midlands would decline by around 550.

Only 4 mail centre sites will be needed in the Midlands by 2014. The sites remaining are Birmingham, North West Midlands (Wolverhampton), Nottingham and South Midlands (Swan Valley, Northamptonshire). As a result, the rationalisation of the mail centre estate in the Midlands will see the phased closure of:

• Worcester - processing operation will start to transfer to Birmingham mail centre
from 2012
• Leicester - processing operation will start to transfer to South Midlands from 2013
• Derby - processing operation will start to transfer to Nottingham mail centre from 2014

As a result of our consultation with the Unions, Royal Mail will now maximise the existing mail centre estates in the Midlands by also restructuring and investing in its delivery network in the region. These changes will improve working conditions for our staff and will lead to:
• Droitwich and Worcester City delivery offices relocating into the Worcester mail centre site towards the end of 2012.
• Swan House, Hinckley, Wigston and Campbell Street delivery offices moving into the Leicester mail centre site towards the end of 2013.
• Beeston delivery office relocating within the existing Nottingham Mail Centre site.
• The Burton on Trent CSS operation relocating to Derby Midlands Road in 2014
• Ilkeston and Heanor delivery offices – originally proposed for transfer to Derby Mail Centre – will now be staying in their existing locations.

Impact on people
As a result of the rationalisation programme, we expect the number of people employed in the Midlands will decline by approximately 393 (98 in Worcester, 89 in Derby and 206 in Leicester). The reduction in headcount will primarily affect staff working at mail centres.
It is not anticipated that there will be fewer jobs as a result of the delivery office consolidations.

After much study and careful thought, Royal Mail believes it will not have to resort to compulsory redundancies to manage the reduction in the number of employees. With people demonstrating reasonable flexibility, Royal Mail expects that everyone who wants to remain in the business will be able to do so. After completing these changes, Royal Mail will remain a major employer in the Midlands region with over 17,700 employees.

Modernising Royal Mail
Faced with declining mail volumes and increasingly tough trading conditions, Royal Mail constantly reviews the operational efficiency and commercial practicality of all its units. As part of our business-wide modernisation programme, Royal Mail is investing in new technology and equipment and upgrading operational facilities in order to ensure that we have world class facilities which provide the most efficient and effective network for delivering the post.

At the same time, we must respond to the huge growth in electronic communications and the resulting decline in overall mail volumes. In the UK, mail volumes have declined by 40% in the past five years. With 16 million fewer letters posted every day compared to five years ago, we must modernise our operations and the review of our Mail Centre network plays a major part in allowing us to place the business on a sound, secure and stable footing.

Royal Mail is reducing the number of mail centres across the country. It is automating its mail sorting and delivery operations as part of the largest change programmes ever undertaken in the UK. The mail centre closure programme began in 2009 and, since then, 12 mail centres have closed. The number of mail centres in the UK will reduce by around half over the next five years.

Royal Mail’s Midlands Regional Operations Director, Paul Jobling, said: “Our company needs to change quickly. We have to reduce our costs at a faster rate than the decline in our revenues. We need to modernise our operations, find new business and focus on our customers.

“We are conscious of the impact this announcement will have on our staff in the Midlands. It is hard to reduce job numbers at any time and we are committed to doing everything we can, in line with our agreement with the CWU, to make these changes on a voluntary basis. We are determined therefore, through our modernisation programme, to continue providing a high quality of service and place the company on a sound, secure and sustainable footing.”

Notes to Editors

Mail Centres:
• In 2007, Royal Mail had 69 Mail Centres in operation. Since then we have closed 12 and opened 3 new sites.

Financial Position
• Royal Mail Group’s operating profit to be £39 million. This is the operating profit after modernisation costs.
• The UK Letters & Parcels and International business lost £120 million in 2010-11 (2009-10: £20 million profit). Revenue decline was mainly driven by a fall in volumes. This is just over £2 million a week.

Mail Volume
• Royal Mail’s average daily postbag now contains 62 million letters, packets and parcels. That is 22 million lower than our peak daily postbag of 84 million items in 2005.
• Consumer mail accounts for only around 12% of our total business.
• We anticipate total mail volumes continuing to decline by around 5% a year for the foreseeable future.
• We expect that by 2015, Royal Mail’s end-to-end volumes will have shrunk by 80% in just over a decade

Remember that Peterborough already serves a large postcode area and that MCs are only built in towns and cities. And yes there have been new MCs built, but only with a merger of at least 3 other MCs, Kent and Home Counties. Peterborough is a large modern MC and has a long term future. Going forward, the MCs in Anglia likely to remain are Romford, Chelmsford, Norwich and Peterborough.

And Peterborough MC will soon get 80% of the addressograph work and also plans to install a 4th iLSM, with the removal of 3 old LSMs. No sign of an Alconbury MC......

Heard a whisper - from a senior manager - that Rolls Royce (whose pensions own it) want Bristol MC to move from its Filton Airfield site across the road to a brown fill site - formerly part of RR.
Filton Airfield will close next year, and plans have just been passed to build 2,500 new homes on it. RM still has much of a long lease on the MC.

Anyone confirm?
