If it weighs the axles seperately, then I'd suggest having a look at the VIN Plate, to verify that you're overloading the rear axle (which would explain the light steering). And if it IS overloaded, you can still refuse to drive it, even if it's within the weight limit for the van. If it weighs the whole van, then try to get access to one that doesn't. Because if the axle is overloaded badly enough, your braking distance will be MUCH longer (although you probably won't notice it, unless you need to do an emergency stop). And there's even an increased risk of a blowout on one of your rear tyres. So the risk of getting into trouble with the Police or VOSA, are the least of your problems.
If you check your tyre pressures regularly. You can also check if your overloading your axle, by checking the tread depth. If the edges of the tread are noticably worn, compared to the middle. Then the tyres are being overloaded on a regular basis.

If the van is overloaded then probably so are the Yorks or close to it if you use two on P&L to load the van with.
We got about 140KG of mail/packets per York not including the York itself so 280KG total into the van
The van can take 550KG? max payload.
The driver and passenger are about 200KG combined in this case so that's 480KG.
I think at Christmas the van will be overweight and I also think the mangement will ignore the fact it's overweight and people will drive them knowing they are overweight
