some are 4.5 hours or 2 hours if you have a nice town walk, with no paths, rurals can be 6 hours plus, depends on volume of mail as well.

So there is no actual planning of a delivery when a table-top revision takes place. Therefore if you think any duty is not achievable you should be able to have your input.
Ultimately if there was continuing disagreement you should have the duty tested.
Even the densest of managers must have realised by now that unless you consult the staff before a revision it will be a disaster.
A business that is apparently insolvent can't afford any more disasters.

Well, because my manager has refused to test my walk, I decided to test it myself. By using http://www.gb.mapometer.com" onclick="window.open(this.href);return false; I traced my delivery exactly to every delivery point and the total mileage was 10.75 miles. By my reckoning, at an average speed of 2.5mph, this works out at 4 hours 10 minutes to deliver to every house. This doesn't include attendance calls, replenishment or indoor work of approx. 2.5 hours per day. But of course, according to him it can be done as a 30 hour duty.

Yes remove the IPS. What you need to do is look at how many hours are being used weekly for IPS delivery duties and see what that figure goes down to if the duty was prep and delivery only. I imagine the deliveries across the country that have had the BT2010 treatment may not be suitable for a 30 hour prep and delivery only duty but more like a 35 hour week.

But the thing is I do IPS and I start at the same time as F/T. For all intents and purposes nearly identical duties. My delivery is only 10 less calls than one of the F/T ones. Do you have drastically less mail to sort for your duty? Do you have a quicker to deliver to housing type?
If not then it sounds like your manager is very optimistic of your ability to work at the speed of light.
