No update as yet area rep on a/l and no contact been made between divi rep and the bosses RM seem to be in no hurry, there are a few pressing issue's about to appear that might need a reaction from either side.

After weeks of nothing we get a response this week from RM on the Disagreement. Meeting with Divisional reps arranged and Union Leadership will brief reps on Friday with RM Scotland.
Our demands couldn't be clearer and we need a clear response.

Disagreement was discussed today - RM have not responded to the satisfaction of the Area Reps concerned. Is being discussed at Stage 3 tomorrow.

CWU tactics were discussed and will be relayed to Unit Reps and on to members meetings following any failure to agree.

The Status Quo, particularly on Start times, will apply until the IR Framework is exhausted.

More details will be provided away from prying eyes.

How many times do we have to keep going down these roads? Full time Union officials giving us a stupid ill thought out deal that not one of them would or could work under even without the BS that RM throw at us as "WORKERS" every day because those mugs at HQ forgot to cross the T s and dot the I s leaving Royal Mail breaking the said deal, Union going through the frame work and then asking the membership to support the "Union" in IA so they can justify themselves and prop up a crap deal and their aspirations for us?

Reps Meeting with Paul Kelly and Dave Ward in Paisley.

(My interpretation of what was said)

Paul Kelly – RM not in a healthy state due to the general economic climate, falling mail market causing a decline in core business. RM are competing for more public sector work currently going DSA. During the recent elections RM Scotland delivered 40m items.
Quality of service levels in the West of Scotland have fallen due to the adverse weather period but are now showing signs of a return to target.

RM have responded to falling traffic by increased lapsing under pay and mod agreement, using the IWT to remove indoor hours and expecting a 3.30 hr. delivery to absorb 18 minutes due to a 10% fall in traffic.

The Disagreement from West of Scotland Area Reps has been discussed at Scottish level and has been referred to respective HQ's for guidance. The status quo will be maintained.

Questions from the floor included -
Poor relationship between RM/CWU in various units including – enforced lapsing, no trust that traffic figures are accurate, bullying and harassment by some Managers.
No benefits to staff from walk sequencing. No Lump sums, No weight off the shoulder revisions. No Shorter working week. One in four Saturdays versus FT staffing.
Expensive new technology and less mail yet service to public/business gets later in the day.
Managers bullying through unagreed throughput targets.

P Kelly
BT 2010 most difficult Agreement to implement – including a change of culture over start and finish times and new methods of delivery at a time when financial position of the Company is bad. He had hoped that relationships had improved but realised that more was required to involve the CWU at Unit and Area level. Change has to be by agreement. This will be the most difficult six months for RM and staff.

Dave Ward
Had been difficult to hear the comments from Reps on how BT2010 was being progressed in the West of Scotland. He outlines some of the pressure on the job from external and internal forces. Any change must be a positive experience for members. BT2010 contains the benefits some of which, e.g. MTSF terms which are the envy of other industries. The CWU will use it's collective strength to influence that change.
The Sell off of Royal Mail is now on the table. The Union needs to insist that the workforce is protected during that process. In particular job security and a majority of full time staff. The Government will have to insist that the model of employment in Deliveries, described in BT2010, is accepted by any new owners.
He described the Dutch model where delivery has been casualised through part time employment. Delivery has become a second job with deliveries at any time of day.
CWU members were unhappy about CWU response to pensions changes in 2008. Dependent on the response from the European Union over transfer of the pension fund to national government, it may be that further cuts in pension rights will be on the table.
He had heard plenty of evidence today that RM Scotland were cherry picking the benefits in BT2010. That was to be expected. It is up to the CWU to ensure that all the benefits of BT 2010 are implemented. This process is through the IR Framework but reps should be aware that there is no compunction on them to agree any RM proposals for further revision activity until these matters are resolved.
National talks have begun between RM and the CWU at the top level.

Questions from the floor included -
Colleague shares, no shorter working week, no more Sats off. Bullying managers. World Class Mail an expensive sham exercise why do CWU want to participate.
Pensions. National Tools especially Indoor Workload Tool being used to apply throughputs.


As usual this how I heard it, much much more was said by other functions at the meeting.

There was a lot of support for Cumbernauld CWU. In my view the Branch needs to co-ordinate things so that single units don't bear the brunt of fighting for members. In my humble opinion -
and I don't allocate blame to anyone.

Is it correct that Dave Ward said the CWU had agreed to 100bsi?
That he didn't see why people couldn't work to 100 bsi, that other industries use 100 bsi and that bsi is in fact old stuff and many industries now use other measures?

Where did ye hear this rumour? It doesn't surprise me if true,always thought there was a verbal agreement with
Gibson and Royal Mail to allow 100 BSI in the revisions otherwise why all the confusion?Though it does go against
what Dingo has said on here (no agreement on BSI etc) and other points alluded to in recent LTBs,whats clear from
Dave Ward with the recent letter to all members and the cringe worthy interviews on CWUTV ,is that this
man will lead us up shitcreek with a CWU paddle.

Dave Ward said that BSI standards were outdated and that most industries no longer used this measurement. There is no agreement on BSI or throughputs, that was made clear.

I have to say that I've always found Ward to be pretty straightforward about things.

"The company is in a bad shape" is wearing a little thin considering the people chiefly responsible for putting it in such a bad position are sitting across the table from Dave..

I think Royal Mail know Dave Ward too well.
They know he is very much a realist...a "big picture" man and they know how to push those buttons.
That's not a direct criticism but it may be time to shake things up a bit.
A Royal Mail promise is worth less than a Zimbabwean dollar. :roll:

I agree Fishtank - familiarity breeds consent, to misquote the old adage.

Worrying that the benefits to OPG staff may be put back to 2015 (I asked Ward about this but didn't get a clear answer)

2015 might be the time to elect Leadership from the younger generation of activists?
