Carriage Of Mail in Vehicle Cabs

Wherever practical, mail will be secured away from view in the rear compartment of vehicles. Where frequent stopping of the vehicle to deliver mail is required, it is permitted to carry a small quantity of mail in the prescribed pouch, excluding any Special Delivery items, using the following method.

This does not apply to private cars on delivery when all mail must be carried in the load compartment only.

It is permissable to carry a small quantity of mail in the cab of Royal Mail vehicles provided the following are adhered to:-

1. All mail, excluding SD items, carried in the cab must be contained in a closed MB44 pouch that is secured to the passenger seat of the vehicle.

2. The MB44 pouch is only secured to the seat, using the prescribed method (see below). The pouch clasp remains closed at all times, when the vehicle is moving.

3. Any pouch secured to a vehicle seat is free from damage and would not allow mail to fall out or the pouch to detach from the seat, when the vehicle is moving.

4. Only one approved MB44 pouch is to be used to carry mail in the cab, at any one time.


Securing The Pouch To The Passenger Seat - Single Seat (car derived)

1. Tighten the shoulder strap on the MB44 pouch to remove all the slack.
2. Place the pouch on the passenger seat. Pass the seat belt through the pouch shoulder strap and lock it into position.
3. Ensure that the pouch is seated centrally on the seat. Ensure the pouch cannot move and foul the handbrake.
4. Alternatively where possible, put the shoulder strap of the pouch over the back of the seat. Move the pouch down so that it sits on the seat then tighten the pouch shoulder strap so that it cannot move.

DO NOT

DO NOT HANG POUCHES ON HEAD RESTS. DO NOT PLACE POUCHES ON THE MIDDLE SEAT IN A THREE SEAT CAB. THE POUCH IS MORE LIKELY TO BE A DISTRACTION OR INTERFERE WITH CONTROLS. THE RISK IS REDUCED THE FURTHER AWAY FROM THE DRIVER, THAT THE POUCH IS.

DO NOT DRIVE WITH MAIL IN THE POUCH WITHOUT FIRST FASTENING THE CLASP ON THE MB44 POUCH.
DO NOT CARRY MAIL IN THE POUCH IN A VEHICLE CAB WITHOUT SECURING THE MB44 POUCH TO THE SEAT.
DO NOT EXCEED CURRENT WEIGHT STANDARDS OR THE CAPACITY OF THE POUCH.
ONLY THE MB44 POUCH IS PERMITTED FOR THIS USE
THIS DOES NOT APPLY TO PRIVATE CARS ON DELIVERY.

I'm only too happy to to follow their rules and regs to the letter, so I wonder where my P+L partner will sit now that the passenger seat has this mb44 pouch secured to it?

the mb44 will streamline operations as the OPG will not be visiting the rear of the vehicle thus allowing P&L to become a one man operation

I think I would be correct in suggesting that the MB44 pouch was the pouch (supposedly) used for Starbust deliveries. Basically a much smaller version of the current pouch used for outdoor deliveries.

How much is "a small amount of mail " when I.B. stop you a you get sacked by DOM looking for any excuse.

"It is permitted" - does that mean its up to me if I carry on working from the back of the van - even if it takes longer ?

The last security rules I signed for stated that we could have 1 working bundle in the front with us as long as it goes with us when we stop

I`ve heard a lino go on about a "working bundle" - never seen in writing what one actualy is. Last time I looked at rules for this it said you may carry mail for "immediate delivery " in the front (in the footwell). I take that to mean the next delinery point only.
With DOMS looking to sack people for anything , best just to chuck it all in the back.

So many different rules out there, 1 set that is the same through out country is really needed.

BTW I don't keep my mail in the front because I've a big enough target without giving them any ammunition
