heard today that engineers might be striking tomorrow,anyone know for sure?

Yes...and no.
It's not a strike it's a call out ban.
Starting at 4pm this Friday, engineers will not respond to any call-out or emergency work outside of normal paid hours, finishing on Wednesday evening at 6pm.
And it isn't just Glasgow it's nationwide.

where would the engineers have a picket line ?they could cover 50 delivery offices in one area

At their designated workplace by law, morally any office they are scheduled to be working at.
