Personally, I'd rearrange my walk so that I got there after the service button switched off. I'd endorse the mail as inaccessible and after the requisite number of days I'd return it to sender.

Delivering Mail to Multi-Occupied Addresses
If you live or occupy business premises in a location where our delivery staff only have access to a single point where they deliver mail for multiple residences or premises within that location, this is considered to be a multi-occupied address.
Where delivery arrangements already exist where a facility is provided such as a central point for the delivery of mail or the provision of external lockable letter boxes at a building/site, these will be deemed as the delivery point for the individual addresses. In such circumstances, Royal Mail will not perform deliveries to individual residences or business premises, if requested by individual customers, even if the delivery standard criteria below are met.
Residential Locations
Where separate facilities are provided for each residence, we will only deliver mail directly to your residence or to a centrally located box corresponding to your residence, provided all of the following conditions are met:
Your residence is a self-contained property and is separately and individually rated by the local authority for council tax purposes.
Your residence can be clearly identified (with a number, letter or name) and has its own letterbox (or a secure lockable receptacle that clearly corresponds to the residence)
Our delivery staff can gain safe and easy access to perform delivery to your residence.
The residence is a permanent structure
Should any of the conditions above not be met then we are not obliged to deliver mail directly to your residence. Instead, we will deliver your mail to a suitable central reception point or letterbox for your location, together with other mail for this location.

What about packets? The delivery point for his flat is the boxes on the bottom floor,if he wants you to delivery his mail to another delivery point then he has to pay for it so i would endorse his mail no accsess. How are you meant to get into the block of flats?

Where delivery to an address within a multi-occupied building fails because the item is either too large for the delivery point or requires a signature, Royal Mail will leave a P739 delivery card at the delivery point for collection of the item at the local Royal Mail Delivery Office.
Royal Mail will attempt to deliver the items if this is feasible, for example, if the delivery point is a letterbox in the front door of a student flat. Otherwise, Royal Mail will not take the items out on delivery. This will be the standard arrangement for delivery to banks of boxes.

If the delivery point is a downstairs letter box, then it is unlikely a risk assessment has been carried out for you to start carrying packets around inside the building.Lateagainpostie wrote:

The Delivery point is on the ground floor end of, if he starts this then all the residents will want the same.
He could always come and collect his mail from DO. But if i was on your walk he wouldn't have me going up for one person!

Today I had a Recorded Delivery packet for a top floor flat in a converted Victorian house. The letter box for the 3 flats is at the main door. I never need to go in.Lateagainpostie wrote:

So I buzzed the appropriate flat and eventually a sleepy voice answered and let me in.
I waited downstairs for a couple of minutes but it was obvious nobody was going to come down and as it was an awkward sized packet I wanted to get rid of I went up.
The staircase from the first floor up to the attic flat was a small winding staircase but on I went. As I was half way up this I heard the keys opening the flat door and out bounded a dog.
Luckily for me the dog was well trained and when called it trotted back into the flat.
Now if that dog had bitten me or knocked me down the stairs would it have been my fault for being somewhere I shouldn't have been?

Trueblues info looks right, I'd endorse as no access until told otherwise.
I can see the point of view of those in the flats - could be kids chucking stuff in there or someone busting them open inside.
A few yars ago I might have gone out of my way, now I'd just endorse, not enought time for things like that anymore.
I had something similar with a business drop a few years ago.
Large well known retailer started asking for mail drops at 2 points on site, one was a raised HGV loading bay FFS...
Even Dom backed me up there, he said one delivery point, they want more drop points they pay.
I can see the point of view of those in the flats - could be kids chucking stuff in there or someone busting them open inside.
