You are spot on there - when I was delivering I was pulled up for mail failure at a particular house. Now I am not claiming to be infallible but it was unusual for a complaint to be made against my delivery and I have done quite a few. Anyway in fairness to the Manager he took my word over this particular individual who, apparently, had made the same complaint routinely for quite a number of years. He was visited by a Manager and told that in future he would have to bring the mail to the Depot to be inspected - the complaints stopped.

I have one person on my duty who always claims that she doesn't get her packets (not just from RM but also all other carriers). I know (because her homehelp has told me) that all the stuff on her fireplace. Everything now comes recorded now but she still claims she doesn't get them. Makes you feel like a criminal.
