Any situation where there is a difference in workload or finishing times between full-time and part-time members is first and foremost a management failure....the fact that it is allowed to continue is a union failure.
And the fact that the union is allowed to allow it to continue is sadly....a membership failure.
It is not a part-time/full-time issue...it's a people issue.

In our office most days there is walks 2 prep but the full timers are just standing around talking or leaving the office to start there walks.

Well that's either because they have too much work and therefore cannot manage effectively OR they are simply incapable of managing and applying dicipline when required..............................I don't think there's too much of a quandry in that statement.
