Election Material 2011 – Poll Cards
Following discussions with Royal Mail last week regarding the above we have now reached an agreed position that we hope will enable the successful delivery of election material and in particular Poll Cards. In simple terms all poll cards will be paid for at the rate per item applicable to the delivery unit, in line with the national agreement covering the delivery of election material. It is hoped that this will remove local disagreements/disputes which prevailed in some areas last year regarding which poll cards were covered by unit payment and which went into normal workload as all items are covered by the unit payment.
CWU Reps will need to be aware that the poll cards will have to be delivered in line with their product specification.
Similar advice has also been communicated to Royal Mail Regional Planning Managers and a copy of that advice is attached to this LTB for reference purposes.
Referendum material will need to be dealt with through local discussions to ensure suitable arrangements are in place to deal with the associated workload and any weight on delivery, replenishment and/or storage issues.

DELIVERY OF ELECTION MATERIAL 2011

Similar advice has also been communicated to Royal Mail Regional Planning Managers and a copy of that advice is attached to this LTB for reference purposes.
1. In 2011 we have the following elections scheduled to take place on 5 May:
Scottish Parliament
Welsh Assembly
Northern Ireland Assembly
Council elections in 279 local authorities in England and 26 in Northern Ireland
Subject to Royal Assent to the bill currently in parliament, 5 May will also see a UK wide referendum on government proposals to adopt the alternative voting (AV) system.
Wales will also have on 3 March a referendum on the powers of the Welsh Assembly.
2. There will be election communication candidate material for the elections to the Scottish Parliament, the Wales and Northern Ireland Assemblies and also the Northern Ireland local authority elections (but no candidate material for the elections to the 279 English authorities).
Election communication candidate mail will again attract the normal unit payment rate for the office.
3. There will be no candidate mail for the AV referendum. It is likely we will make a Door To Door delivery of an information leaflet during week commencing 4 April. We might also have normal letters posted by the ‘yes’ and ‘no’ campaigns. These normal letters and the Door To Door mail don’t attract unit payment.
4 Each elector should receive only one poll card covering all the elections they are eligible for on 5 May.
We will make unit payment at the appropriate local rate for all poll cards delivered for the election in 2011.
5 There should be no extended delivery overtime for poll cards and election material candidate mail which are covered by unit payments.
6 The service standard for addressed election material candidate mail remains delivery within 3 working days from receipt in the office and 7 days for unaddressed.
The service standard for poll cards will depend upon which of our products (eg, Walksort; DSA or perhaps even STL) each returning officer chooses to use. The cards should be dealt with in line with the normal specification for each product stream
We have a temp dom who is quite young, in black shirt and a shiny suit etc, you know the type 
Anyway someone asked about payment and he said as they were 2nd class meters you wont get paid 
I tried to get on here (blocked) and the CWU website (need membership details) but failed.

So i went round and told everone to count what they had an i would bring a copy of the agreement in tommorrow (printed from here) and i would try to fight it out in the doms officeand if anyone wanted to join me they would be welcome, well quite a few were well up for a bit of that.
Anyway about 10 mins later the temp dom comes back to my frame and asks "Whats all this about you and some of the lads bringing in an agreement in the morning" so i explained i would see him tommorrow when i have a copy.
He stomped off again but came back much later (when we were all bundling up) and said, grinning "Well it seems you may have been right about getting paid BUT only if you counted them first thing but as you lot are now going out we will never know the true numbers and i cant pay anyone on guess work" to which i replied "Thats ok i got everyone to count them before the ips"
The ones who were still left in the office then started waving bits of paper at him and shouting thier amounts very loudly

depends which service they used in your area to deliver them, ours was first class had to be delivered that day :(mclovin wrote:3 days to deliver it is then.
