United States Postal Service policy of Contract Delivery Service. This policy pays private companies to hire and train workers to deliver the mail, but at a much lower pay rate than USPS employees earn.
The USPS has long used private contractors in remote rural areas of the country, but the current USPS administration has rapidly expanded this practice in all areas of the country, both rural and urban. It has been justified as a "cost saving" measure.
Hundreds of letter carriers from 18 states descended on the headquarters of the United States Postal Service in Washington, D.C., to protest the outsourcing of their jobs to private contractors. The April 16 demonstration was organized by the National Association of Letter Carriers, a union representing over 700,000 USPS employees nationwide.

Two tier workforce?
Tough one,i'm sure if they can do it then so can we,no doubt a few eyes from here are looking.
What i think could possibly happen in the future is new entrants on different contracts to us,we've got the pension thing going on,and no doubt other things will follow.
It happend in my last job about 12 years ago,working next to someone doing the same job and my hourly rate more than his.
Postcon have been reviewing RM's recruitment policy,not enough security checks going on,so at times postcon can be good for us.
Over there they have their 'postcomm' but whether they are as hot as our lot is another matter.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.
