Management use a 'strengths and weaknesses' system.
They like to put staff in positions they are most productive as this means management get the maximum amount of work for the pay.
If someone is less productive or is doing a duty they are incapable of holding because the duty should be a higher grade, management like to exploit this 'weakness' by making it clear to the person that they are doing them a favour and that they require certain 'support' from them. This 'support' could be encouraging younger, fitter staff to do more than their fair share of work or shouting down anyone who is critical of management.
Management hit the jackpot if someone incapable of doing their duty becomes a rep. The weakness of low productivity becomes the strength of controlling the workforce. If the rep's low productivity is due to thickness, an ignorant rep becomes a strength for management as people who have managed to avoid education find it hard to read/understand policies and can be easily manipulated.
Favouritism occurs when management use 'strengths and weaknesses' to allocate overtime instead of sharing it out fairly. The selfish arseholes who cut corners, ignore their own safety and rush around at a pace that cannot be matched by workers who do the job properly are the people who get favourable treatment.

Re: FAVOURITSM
Favouritism is shown in our office toward the stronger minded and resilient,
because the gaffer knows she can't win with them anyway,
i think it comes down to "divide and conquer",
if the office was to stand together and show some balls, she wouldn't have lasted 3 months let alone 3 years,
showing favouritism breeds resentment towards your colleagues and makes for a weaker office.
