Spot on FT, it is not the DOM who needs to be monitored, he is after all bound by the agreement BUT if the member(s) wants to be considered as DDA or FF, HE is the one who is the most likely to want to exploit any loophole possible. As for full or part time it wouldn't matter as far as service is concerned only the duty - take for example an old chap of 60+ who's had his fill of delivery with 25 years service and wants to do the callers office on a pm duty, he is full time now BUT the new duty roster has the pm callers shift down as a 6 hour duty - up pops an other, with 10 years service aged 35 with a 30 hour contract, the geriatric is out in the cold. The duties are agreed under the IWT and the hours have to be in accordance with that. Now say the Rep comes up with an alternative of two extra hours for the old guy and the DOM disagrees, both people are members of the union and so have to be treated equally by the Rep. Its not as simple as what Postman and Daz states. It will depend on if your manager or even an opg is alive to MTSF2. Personally speaking I do believe it should be length of service but MTSF does cloud the issue with regards to shift and driving allowances.
