Area Distribution Mail Centres – Revised Managerial Structure

Branches and Representatives are advised that Royal Mail have informed the Union that they are proposing to change their Managerial Structure for the above function, subject to Royal Mail Ops Executive approval which is due to be confirmed shortly.

If approval is given the intention is to introduce the new Managerial Structure at the start of the new financial year April 2011. Attached as an Annex to this LTB is an outline of the proposal which involves the clustering of some locations while others remain stand alone and which I have summarised below:

Large Mail Centres - Distribution Managers in future would report to Regional Distribution Managers and become part of the Regional Logistics Directors Team and no longer report to the Mail Centre Structure.
Medium sized Mail Centres - the intention is for the Distribution Manager to manage a number of sites.
Small Mail Centres – there is expected to be no change.

While the Managerial Structure is a matter for the business to decide I have written to Tony Fox and made it clear that the Union will not accept any changes in managerial responsibilities creating demarcations that could impact on the make up of the operational duties of our members as this would be in direct conflict with the Professional Drivers Agreement.

In essence I would again emphasise that this is a proposed change to the Managerial Structure therefore from the perspective of the CWU and the activity it undertakes in the workplace there is no change to the current CWU Representational structure. Any enquiries in respect of this LTB should initially be referred to the Indoor Department.
