North East Transformation Revision Guidance Paper
North East – Transformation Revision Guidance :
1. The general principles, as specified by the Transformation Agreement, to be applied to the
Revisions are :
1) Each delivery unit will deploy two non-optional revisions over the period covered by
the Transformation Agreement; one walk sequencing, one non walk sequencing,
2) All revisions must follow the laid down 6 phase process, whether it be a fully Integrated
revision or a Unit Led desktop revision,
3) Royal Mail to provide an appropriate level of agreed release and facilities to accredited
IR and H&S representatives,
4) All revisions must use the agreed processes and tools to identify the revision
opportunity i.e. Model week, Call Rate Calculator, Georoute, Duty Builder and IWT
(unless the office is a unit led then it will just use model week, IWT and Duty Builder).
N.B. The planning values contained within the agreed tools are not for local negotiation
or amendment,
5) All revisions must deploy a cost effective solution based on a sensible approach to
improving indoor efficiency, using the outputs of the nationally agreed tools, aligned to
the wording contained in the agreement,
6) The mix of full time and part time nationally is planned to be around three quarters full
time and one quarter part time by 2013. Therefore full time part time ratios should
not be worsened in offices that have less than 75% FT 25 % PT split at present,
7) Working within the guidance of 75 / 25 FT / PT split, offices should deploy a sensible
duty solution that allows an office to easily flex upwards when traffic workload
increases,
8) Up-skilling of Reps in regard to understanding the tools for revisions will be given to
anyone who requires it. This must be planned into the expected timelines to ensure
revisions are not delayed. Online training is available in Palms for the Six Phase
process (Ref ART1) and IWT (Ref ART2).
2. CDSM’s to meet with their Area Reps weekly (or more frequently) to ensure that
offices can be reviewed against the above principles and any potential blockages
overcome.
3. Phase 1 of the six phase process is where the Unit Manager and the Unit Rep
summarise their objectives from the revision. N.B. They could be different;
any difference is not a reason to go to disagreement and should not prevent
planning from continuing to progress through Phase 2 and 3 at least. In this phase,
the expected timelines and roles and responsibilities should be agreed.
4. Due to the pause in the deployment of the Integrated / Delivery Methods
revisions in order to embed the learning, our revisions will now fall into five
categories :
1. 12 Fully Deployed Integrated or Delivery Methods offices. These offices will be revised
on the following basis :
a. Two week sampling of service call items (week 43 and 44) for each current CDV
pairing; provide two averages i.e. Mon – Tues and Wed - Sat,
b. A review of actual travel time to and from first / last delivery point and between
each loop must happen for all CDV pairings,
c. Number of SD’s requiring an off route 13.00 solution to be determined and
appropriate time allocated,
d. This workload analysis for each CDV pairing to be compared against the time
provided by Georoute in the original duty plan,
e. The model week to be recalculated (using the agreed approach) to take
into account the latest week 41-44 period and run through IWT,
f. Any additional indoor time identified by the current IWT workload study i.e. tie
up time, packet prep, to be used to adjust allocated indoor workload accordingly,
g. Once the required adjustment to the allocated workload for each pairing is
understood then the appropriate fix solution for that office needs to be agreed
locally and deployed,
h. Any fix must ensure there is minimal or no impact on IPS; walks to keep their
names and location on the IPS frame,
i. Once assigned the use of equipment specified for the route will be mandatory,
j. All private cars on delivery will cease upon the deployment of a full Delivery
Methods revision in a unit.
2. 11 Part Deployed Integrated or Delivery Methods offices. These offices will be revised
on the following basis :
a. Already deployed sections in part deployed offices to be reviewed as above.
b. Non-deployed sections in Part deployed offices to be revised on the following
basis :
i. The two week individual sampling of service call items and unsuccessful /
successful calls per current walk to be undertaken to calculate actual
service call time required per walk; provide two averages Mon – Tues
and Wed - Sat,
ii. The model week to be recalculated (using the agreed approach) to take
into account the latest week 41-44 period and run through IWT,
iii. The revised model week to be run through the Call Rate Calculator, to
identify the current individual call rates for the current walks,
iv. Current walks, using a LWT, to be then run through Georoute using the
revised individual call rates to determine a “Shared Van Span”,
v. Determine locally the optimum first to last letter span length (circa 4.5
hours) for each office that maximises opportunity, reflect CWU
aspirations on Full Time, workplan arrival times, time out and last letter
time. Sense check against Span Indicator,
vi. Build up individual current walk lengths (post methods) based on
“Shared Van Span” from point iv) as a start point. Then add individual
Service Call workload (from sampling) and actual Travel time between
loops over and above that given by Georoute in the “Shared Van Span”.
Then add on any time required to deliver any SD’s requiring an off route
solution to achieve 13.00 spec plus oversized packets,
vii. N.B. Service call time required to be built on Monday – Tuesday average
time and Wednesday – Saturday average time to reflect service call
increases towards the end of the week and provide two spans across the
week to facilitate longs and shorts,
viii. Spans in vi) to be compared to office optimum outdoor span to
determine if any additional workload needs to be allocated from
elsewhere e.g. permanent collapsing of walks using measured workload,
ix. Once walking element finalised e.g. current walk or current walk plus an
added element, then this to be isolated in Georoute and relooped and
tailored to balance the loops,
x. Whilst walks are being looped through Georoute, deploy using the
“Leapfrog” or “Existing Replenishment” approach to aid learning on LWT,
PDA, CDV usage,
xi. IPS to either remain the same or have minimal change; walks to keep
their names and location on the IPS frame,
xii. 121’s to be held with all pairings,
xiii. All private cars on delivery will cease upon the deployment of a full
Delivery Methods revision in a unit,
xiv. Once assigned, the use of equipment specified for the route will be
mandatory.
3. 20 “In Plan” to deploy in Q4 Integrated or Delivery Methods offices. These offices will
be revised on the same basis of the non-deployed sections in 2b above.
4. Delivery Best Practice revisions. These are offices that do not fall into category 1, 2 or
3 above, but have performed a Georoute revision previously. These offices will be
revised on the following basis :
a. The model week to be recalculated (using the agreed approach) to take into
account the latest week 41-44 period,
b. The revised model week to be run through the Call Rate Calculator to identify
the current individual call rates for the current walks,
c. APlus / Mapping Verification base data to be checked to ensure accuracy prior
to running Georoute,
d. Current walks to be run through Georoute using the revised individual call rates
to identify current spans,
e. The model week to be run through IWT to identify the current indoor workload
at 100 bsi,
f. The Duty option to be constructed based on an Indoor performance that moves
a unit significantly towards the Upper Decile,
g. Identified spare time on each duty to be addressed within the aspirations
contained within point 5 of the General Principles, to create efficient duties by
considering for example (in no particular order of importance) :
i. Building regular overtime into duty time,
ii. Removal of Scheduled Attendance,
iii. Permanently absorbing current lapsed duties,
iv. Absorption of vacant posts,
v. Absorption of temporary contracts,
vi. Additional temporary lapsing until final solution,
vii. Movement of people to longer than 3.5 hour spans with an HCT or LWT
to maintain full-time,
viii. Hybrid Duties,
ix. Combining Firms and Foot deliveries
x. Other innovative local solutions, as above list not exhaustive,
xi. N.B. if, in any office, all the above considerations have been exhausted
and there is no solution that will maintain FT/PT ratio’s then an
individual office specific solution will be agreed,
h. IPS to remain the same or have minimal change; walks to keep their
names and location on the IPS frame,
i. Allocation of equipment e.g. HCT / LWT to support spans of longer
than 3.5 hours, should be to walks that have replenishment
solutions in place, to enable any private cars used by those duty holders
to be removed,
5. Unit Led revisions. Offices that have not performed a Georoute revision previously and
do not fall into the above categories, will be revised on the following basis :
a. The model week to be recalculated (using the agreed approach) to take into
account the latest week 41-44 period,
b. The model week to be run through IWT to identify the current indoor workload
at 100 bsi,
c. The outdoor will be revised using a desktop approach,
d. The Duty option to be constructed based on an Indoor performance that moves
a unit significantly towards the Upper Decile,
e. Identified spare time on each duty to be addressed within the aspirations

2. Offices in receipt of walk sequencing and deploying a DBP or Unit Led revision that
changes start and finish times aligned to workplan up to 15.00 last letter, will attract a
Shorter Working Week and a lump sum of £800 (£600+£200).
3. Offices in receipt of walk sequencing and deploying a DBP or Unit Led revision that does
not change start and finish times will not attract a Shorter Working Week but will attract a
lump sum of £200.
Lump Sum Clarification (Offices not in receipt of sequenced mail) :
1. Offices deploying a Delivery Methods, DBP or Unit Led revision will attract a lump sum of

absolutely shocking,how on earth does the divisional rep. expect his unit reps to work with this new interpretation of the agreement,what's evident to me is offices will not get to decide what revision activity takes place,but will be imposed based on levels of savings available,or am i wrong?

Also looks like the illusive £1000 bonus will not be paid to everyone. If this is the case then surely the vote that took place accepting this agreement in the first place is null and void and the cwu should now be renegotiating a revised agreement and then reballoting. I know this is pie in the sky, but the fact remains that this agreement was voted in on the back of cash incentives and if only 1 member is being deprived of this, then the ballot is a sham.

It's partly how we got ourselves into this mess in the first place.
There hasn't been a joined up National Policy for years.
Local is the new National anyway.

Local this local that...the word local seems to be the buzz word these days. cameron uses it all the time, all it means is they are passing the buck/blame. when it all goes tits up the government are not to blame as it was all done locally. same as RM these days.

Delivery methods/Georoute-£600+£200
No one's told me that has changed yet,and we won't be doing any more revision work until we get paid for the first one.

I might be reading it wrong Clash but to me it seems to say it in several places. ie Non walk sequenced revision will get a lump sum of £200
Offices where there has been no change in start times will only get £200
Please correct me if I am reading this incorrectly.
