We have been told that they are talking about a 'When needed' shifts so that if you are not needed they can send you home and then you owe them the hours. That is no good for people who have to travel miles to get there

Sounds to me like they tried with deliveries and that is banking of hours. There is no banking of hours agreement. You go to work for a set number of daily hours. It is for Royal Mail to provide work for you during those hours. If they don,t you are still entitled to be paid.

More likely they will try a "long and shorts" type of system,with a total resign.That way you would know in advance what sort of pattern your duty would have, e.g. - 9 hrs on a monday late turn,7 hrs on a wednesday?Just a guess mind you....
same as it ever was...
