Andy your forgetting one thing unlike Canada the UK has walk sequencing , therefore in the future door to door can be sequenced so therefore there is unlikely to be a need for three bundles. Moya actually stopped walk sequencing from being introduced in Canada as she did not see it as value for money.

To clarify for people that are not aware of how the "two bundle" system works here is an explanation:
The Winnipeg plant now has new sorting machines that will now sequence a letter carriers s/l mail to the sequence in which you would deliver it according to your tie out sheet. With this new method, carriers are expected to sort their flats, packets, and unsequencable letter mail ( All the mail that is wierd sizes and shapes) into their sorting case and tie it out according to your line of delivery. CPC is telling us we cannot even touch our trays of s/l that is sequenced until we are ready to leave. So when you are on the street in your vehicle, we are expected to route through the sequenced mail and tie it out to match the bundles of other miscelaneous mail we had sorted ourselves.
