There is a clue in the title, " Is this an abuse of the IWT?...." as it seems your Dom is using it against Outdoor work, get your Rep to point out that IWT stands for INDOOR Workload tool, and as such cannot be used to measure Outdoor workload.
If this does not help skip your Area Rep and contact your Div Rep.

during normal times other than xmas this is going on at our place as in using iwt for calculating if you can cut off or how much ot you should get but during the xmas period they just ask what ot you did the next day quite trusting but if you say you cant complete they can get heavy i think using the iwt over xmas is beyond the pale.Go to div rep get facts

The IWT is a tool to identify where savings can be made, IT IS NOT TO QUANTIFY AN INDIVIDUALS PERFORMANCE.
There remains only one way to test a persons individual indoor performance and that is the one minute test.

Thats the kind of thing that might come to our office, we P&L, but I'll just tell members to work to time, then get the deliveries tested. I've yet to see an office run with no OT.

STAND up to the "roll over" union reps who want an easy life
There are GOOD, HONEST, HARDWORKING REPS out there, and they need your support --- Remember you CAN'T have everything your own way, Lifes not like that, but most reps have your interests at heart.
Above all, If you have problems at work, research your options on THIS SITE, ask questions on THIS SITE and then confront your manager / rep with your argument

There has been plenty of LTBs and advice on this issue , the facts are that there is no agreement for the IWT to be used for resoucing , absorbtion or overtime prurposes , it is a tool to measure the office performance not an indivduals performance. The tool is only accurate if the right infomation has been in putted , it is based on averages and average perfromance rates.
In addtion it only measures perfromance under the roof and does not measure perfromance out on your walk.
Many managers will attempt to use it wrongly , and equally some reps may think that it takes the arugement out of the issue over what hours should be paid as the IWT will simply give you the figure. But remember not all walks are the same and you cannot measure a walk indivdually using the IWT.
Remember the new version of 6.3 has now given you more time for your second wave of traffic from walk sequencing, it also gives you a higher rating for large packets.
So the answer is no there is no agreement to use it and your rep and should registar to the area rep that he wants to enter the IR framework.

The question is Dingo,Why are some area reps telling unit reps and members that the IWT can be used to measure Individual Performance.
No good going to disagreement with area rep if he says there's no problem.

I have to agree in part, i ahve been a rep for a few years, but my area rep has a decade at least. I know that some of the info he gives me is not accurate such as xmas clawback is allowed. He is a good man, i believe, but some of his info is just wrong. Last year the unions policy was not to agree any savings yet hundreds of offices did.
The union operates on the basis of Branch`s and it is Branch`s and Divisions who create policy at annual conference and the PEC who adminster issues and polices between annual conference.
My guess why some area reps want to use the IWT system is that they have not managed to convince the DSM to pay indoor hourage and therefore have then stated houraged should be paid if the IWT states that. Now of course if you have introduced a revison based on a pretty low model weeks traffic than by using the IWT at christmas should mean you get some extra hourage.
But there is no agreement Nationally for the agreement of the IWT as an indivdual perfromance tool or resoucing tool.
