Stockton postman in court over undelivered letters

A TEESSIDE postman hoarded thousands of undelivered letters in his home and tried to have some of them destroyed, a court heard.

Andrew Kemp, 43, of Kirkdale Close, in Stockton, appeared at Teesside Magistrates’ Court facing two charges brought against him by his employer, Royal Mail Group Limited.

He admitted intentionally delaying a postal packet in the course of its transmission by post, and attempting to destroy or damage door-to-door postal packets.

Kemp resigned from his position in August this year when the matter came to light.

The court heard that Kemp had been a postman with the Stockton Delivery Post Office for seven years. He was in charge of Walk 304 in Stockton.

Prosecutor Paul Heron, representing Royal Mail, told the court complaints had been made by residents in the walk area that they were not receiving all their mail.

Kemp and another postman were in charge of that area and an investigation was carried out.

Mr Heron said: “In view of the complaints an operation was performed on August 12.

“A Royal Mail investigator was waiting near Mr Kemp’s house when the binman arrived to empty his bins.

“It was emptied in front of him and a quantity of around 500 door-to-door items - postal packets, were recovered.”

A further 11,000 undelivered postal packets were discovered in cupboards in his house.

More than 2,000 of these letters were still in the delivery period so overall Kemp had failed to deliver more than 9,000 letters to customers on his walk.

Mr Heron told the court that door-to-door postal packets are unaddressed mail given to households by companies.

The companies pay Royal Mail to deliver them and postal workers are paid extra for delivering.

Mitigating, Liz McGowan, referred to the postal packets as “junk mail”.

Mr Heron added: “When interviewed Mr Kemp admitted that he intentionally did it and he did not think of door to door items in the same way as addressed mail.

“He said that in his view half of the people did not want it and would not have missed it.”

Mrs McGowan said: “I have never heard of postal packets.

“I did not know what they were but I am not told that postal packets are junk mail.”

She told the court that initial complaints from the residents in the area related to addressed mail being undelivered and that Kemp was in no way responsible for that.

She said that he was having personal problems at the time, with the break up of his marriage.

She said he sometimes did not have time to deliver the postal packets, which postal workers deliver on a separate round.

Kemp will appear at Teesside Magistrates’ Court on November 15 for sentencing.

Very easy SP,prep all the mail, then put the D2Ds on the bench,then pull out each AP one at a time and then add the D2Ds to the bundle on the bench - that should take an extra 30 minutes on top of the 15 minutes it usually takes.
