Business Transformation - Pay and Shorter Working Week Related Issues



The Union continues to deal with a number of pay and shorter working week related anomalies arising from deployment of the Business Transformation Agreement.



Following a meeting last week with Royal Mail we can now provide further clarity on how these issues affect more specific groups of our members.



It is essential that Branches who have members affected by the content of this LTB ensure that this information is relayed to these members as soon as possible



DWP and Revenue Protection Duties - Transformation Lump Sum Payments and Shorter Working Week

For employees working on the above mentioned duties it has now been agreed that the lump sums and shorter working week benefits will be achieved in line with the triggers of the wider mail centre in which they are situated in. Although these benefits are not linked to specific revision activity the Union has acknowledged that business as usual revisions may still take place based on the particular needs of the discreet operation.

Where the parent unit has already triggered their benefits, arrangements are being made to ensure these members receive the appropriate lump sums and shorter working week as soon as possible.



LAs - Transformation Lump Sum Payments and Short Working Week



Royal Mail has confirmed that LAs will receive lump sum payments and shorter working week in line with the operational colleagues in their parent unit. Where this has not taken place already the company has said that this was an oversight and is now being corrected.



Unique Locations - Transformation Lump Sums and Shorter Working Week



It has now been confirmed that employees who work in units such as the Palace of Westminster, Buckingham Palace and all the National Assemblies will now receive their lump sum payments and the shorter working week, in line with their parent office. Given that these units operate in unique locations we are in the process of identifying their specific parent unit. Again, if the benefits have already been triggered the members working in these unique locations will receive their lump sums and shorter working week as soon as possible.



Changes to Contracted Hours - PBS/ICS Legacy Bonuses



In future, if employees in post prior to the 1st April 2010 choose to increase or reduce their contracted hours, their Legacy Bonus payments will be adjusted accordingly. This effectively means that someone on part time hours and pro rata bonus prior to 1st April 2010 will now receive the full rate if they move to full time hours after that date. Likewise if employees opt to reduce their hours the legacy bonus will be reduced on a pro rata basis.



Employees who transfer to another office will retain their previous PBS/ICS Legacy Bonus on a personal reserved rights basis.



Employees who move Office - Transformation Lump Sum Payments and Shorter Working Week



There are a number of situations that require clarification involving employees who transfer from one office to another.



On transfer, if the receiving office has already qualified for a lump sum payment and the transferee has not previously received payment from their old office, or has received a lower payment the lump sum or the difference will be paid.



On transfer, if the receiving office has not qualified for a lump sum payment, but the transferee has already received payment from their old office, the individual will not be due payment when the new office triggers the lump sum, unless the receiving office payment is greater.



If the transferee is already in receipt of the shorter working week from their old office, but the receiving office has not achieved the shorter working week, the transferee will only be expected to work the reduced hours at their new office.



Collection Unit Tagging Exercise/Basic Pay Supplements



As reported in previous LTB's it came to light that some employees may have been incorrectly tagged to either the distribution or delivery function and were therefore not in receipt of the correct basic pay supplements. In some cases the affected employees may be owed a significant amount of money, in other cases affected employees may have been overpaid.

Having agreed a list of unit's further investigation will need to take place on the ground to establish the correct criteria for future payment. This process is underway and we hope to resolve all known cases within the next few weeks.


Where it is established that individuals are due to receive a higher basic pay supplement, this will be backdated to the introductory date of the 7th June 2010. Where individuals are involved in overpayment situations, because of the way the business has implemented the new basic pay supplements, Royal Mail has exceptionally agreed to wavier these. This does not extend to other or future overpayment situations.



Where hybrid duties exist we have agreed to await the outcome of the tagging exercise before finalising a position to determine the correct basic pay supplement.
