Reps have been advised to use disagreement procedure where RM fail to abide by national agreement. In some units RM are failing packets/parcels/USO to enable enforced lapsing, in others DOM doing OPG work to allow lapsing. Packets are failing in some offices as well because the packet driver thats meant to be doing packets is on delivery. Too much is being squeezed in every office, and as a result the bubble has burst.
As for the IWT it still has many grey areas to be filled in. Toilet breaks, walking to and from the ips frame, collecting your packets bag, collecting your pouch bags from your locker, collecting specials from the callers office, kill offs. Some off the things i have mentioned have probably not been shown in the IWT but of course the dom will always say it has been.
