CUSTOMER SERVICES: PAY NEGOTIATIONS AND MODERNISATION PROGRAMME

Further to LTB 524, dated 11th June 2010, I would like to provide our Customer Services members with an update regarding negotiations for pay and the Modernisation Programme.

PAY NEGOTIATIONS

On Wednesday, 18th August, our negotiating team met again with Lee O'Bryan, Customer Services Deputy Director, and Margaret Ollerenshaw, HR Business Partner, Commercial, Sales & Customer Services to continue our discussions regarding Pay and Modernisation.

I would like to advise members that we have made good progress and we are optimistic that an agreement can be reached shortly; that is certainly the aim of both parties. We will be meeting with Customer Services management on Wednesday, 25th August. The following Joint Statement has been released today:

"Dear Colleague
We are writing to let you know that productive meetings to discuss Pay and Modernisation in Customer Services are ongoing. Both parties are working hard to conclude an agreement.

Despite this being a complex negotiation, very good progress has been made and we have agreed a way forward in regard to a number of key areas.

There are, however, a number of areas, mainly in respect of day-to-day operations, which require further work. To this end, we are meeting again next week to discuss these critical issues. We are hopeful that we will be able to make good progress.

Thank you for your patience and your ongoing commitment. We will keep you informed of developments.

Dear Colleague,

CUSTOMER SERVICES: PAY AND MODERNISATION AGREEMENT

Further to LTB 711, dated 19th August 2010, I am pleased to report that Lesley McLean, Postal Executive member and myself have now concluded a 3 year Pay and Modernisation agreement for our Customer Services members.

The negotiators' agreement is subject to the endorsement of the Postal Executive at its next statutory meeting on Tuesday 21st September. In the event that the agreement is endorsed, an individual members' ballot will follow for ratification.

Main Themes

The agreement is exceptionally complex and includes many different components. The 3 year Pay and Modernisation Agreement is broadly comparable with the Royal Mail "Business Transformation 2010 and Beyond" agreement and includes the following pay increases:

* Year 1: From 1st April 2010, a 2% pay increase, flowing through to all allowances and overtime rates
* Year 2: From 1st April 2011, a further 1.4% pay increase, also flowing through to all allowances and overtime rates. This pay increase will be coupled with the simultaneous introduction of a shorter working week across all sites, taking net hours from 36 to 35 (part-timers will receive a 2.86% increase in the hourly pay rate)
* Year 3: From 1st April 2012, an additional 3.5% pay increase flowing through to all allowances and overtime rates (with a re-opener clause enabling either party to renegotiate should inflation be significantly greater or lower).

Linked to the modernisation programme, our members will receive a combined payment of £1000 (pro-rata for part-timers) in four instalments, linked to milestones which deliver change. As part of this £1000, an amount of £125 (pro-rata for part-timers) will be paid following the successful endorsement of the agreement by Customer Services members. This payment takes into account changes arising from modernisation which have been deployed with Union involvement over the summer.

I am sure our members will be pleased that we have reached a way forward with Customer Services for both pay and the future direction of this important business unit. A Joint Statement confirming the above details has been agreed with Customer Services and is provided with this LTB for your information.

Further information, together with ballot details, will be reported following the Postal Executive meeting on 21st September.
