You missed the point again :Very Happy . If he has spare capacity in his time then there is an opportunity to lapse. If they do a WTLL that lasts 30 minutes, then that's 30 minutes he cannot lapse.

Its not that he has to lapse that is the point. The point is if he has time available then he cant refuse. If he has no spare capacity then he shouldn't be lapsing.

You cannot refuse a reasonable request, and working to your time is a reasonable request in most work places. If he goes beyond his time then it is NOT a reasonable request so he can refuse.
